SUMMARY
Members agreed that South Africa should join the Centre for Science and Technology as part of its membership of the Non-aligned Movement. They also adopted the Committee Report on their visit to the Northern Cape. Finally, the Committee proposed a studytour from 20 November 2005 to see how indigenous languages were incorporated into the Kenyan and Tanzanian school curricula.

MINUTES

Non-aligned Movement and Centre for Science and Technology
The Chairperson briefly explained briefing from the Science and Technology Department the previous week. The Committee needed to decide whether South Africa should join the Centre for Science and Technology as part of its obligations to the Non-aligned Movement (NAM). Although South Africa had become a member state of the NAM in 1994, it had not yet joined the Centre for Science and Technology. Joining this committee would only benefit South Africa and the fees were only US$10 000. If in favour it would be table on 15 September 2005. The Committee unanimously voted in favour of joining the committee.

Committee Report on visit to Northern Cape
The Chairperson adopted their report on the Northern Cape visit without discussion. The document was not handed out at the meeting.

Committee Programme planning
The meeting then discussed the study tour abroad. The Chairperson presented his suggestion of visiting Kenya and Tanzania. These two countries had been independent since the 1960s and taught indigenous languages in schools. They could look at what problems these countries faced and potential South Africa could avoid the same ones. Mr T Setona (ANC) suggested that they also examine employment issues relating to indigenous languages in schools.

Ms J Masilo (ANC) suggested the Committee look at the 20 November 2005 as a potential departure date as that would coincide with the Parliament Recess. The Chairperson stated that a document would be drafted with those recommendations and he would come in over the recess to sign it.

Members also adopted the Committee Clerk’s minutes of 22 June, 2 August, 23 August, 24 August and 31 August 2005.
