DRAFT COMMITTEE REPORT ON PUBLIC SERVICE COMMISSION REPORTS: ADOPTION

SUMMARY
Following on from the inquorate Committee meeting of 3 June 2005, a Parliamentary Researcher completed briefing Members on the Draft Committee Report on the Reports of the Public Service Commission. The latter three reports had been presented to the Committee in 2003 and 2004. The first report investigated the management of discipline in the public service. The second report examined work outside the public service. The third report was on the management of the subsidised motor transport scheme.

The Draft Committee Report outlined the Committee’s recommendations on the above three reports. It advocated that the recommendations provided in each of the three reports be acceded to. After a brief discussion, an amendment regarding the use of traditional healers was added to the third report on the Dispute Resolution Mechanisms in the Public Service. Members then adopted the Draft Committee Report.

MINUTES
Mr Victor Ngaleka (Researcher: Parliament’s Research Unit) completed his briefing to the Members on the Draft Committee Report on the Public Service Commission Reports presented to the Committee in 2003 and 2004. The first report investigated the management of discipline in the public service. The second reported on remunerative work outside the public service due to an investigation by the Gauteng Provincial Health, and the third was on the management of the subsidised motor transport scheme.

Mr Ngaleka then outlined the recommendations of the Committee. Regarding all three reports, the Committee recommended that the "recommendations of the PSC should be acceded to".

Mr S Simmons (NNP) said that there were no negative feelings towards traditional healers and that the decision to mention was a joint Committee decision. Dr U Roopnarain (IFP) said the inclusion of traditional healers would mean rewording the Committee’s report. The Chairperson agreed. The Committee unanimously adopted the report with amendments.

The meeting was adjourned.

Reports as follows:

On the Report on the Abilities of the Departments to deal with Devolved Authority regarding Remuneration and Conditions of Service, January 2004, the Portfolio Committee on the Public Service and Administration recommends that the recommendations contained in the report should be acceded to.
On the Report on the Dispute Resolution Mechanisms in the Public Service, 2003, the Portfolio Committee on the Public Service and Administration recommends that the recommendations made by the Public Service Commission should be acceded to.
On the Report on the Investigation into the Re-employment of Persons Retired due to ill health, 2003, the Portfolio Committee on Public Service and Administration recommends that the recommendations contained in the Report should be acceded to and furthermore, the Portfolio Committee on Public Service and Administration urges that the traditional or non-conventional system of health care as prescribed in the Traditional Practitioners Act, 2004 should be incorporated on similar grounds as the mainstream health system regarding decision on ill health.
On the Report on the Causes and Effects of Mobility amongst Senior Management Service and Professional Staff recommends that the recommendations of the Public Service Commission should be acceded to.

Furthermore, the Portfolio Committee on Public Service and Administration notes that the Public Service Commission has discharged its mandate in terms of the law.
