SUMMARY
The Committee adopted its report on the Department budget (Vote 27) without discussion.

Minutes
The Chairperson presented the Committee report on its consideration of the Department budget and Members unanimously voted for its adoption. He then reminded Members about the public hearings that would be held on 24 May 2005 on the Convergence Bill.

The meeting was adjourned.

Appendix 1:


RE : TABLING OF ICASA AMENDMENT BILL


I would like to inform you that due to unforeseen circumstances the ICASA amendment bill has not been put into the cabinet process this week, As agreed on the 8th April 2005.


The bill is being finalize for introduction, that is distribution during the week of 18th April 2005 into the cabinet process. I sincere apologise for the delay.

DEPARTMENT OF COMMUNICATIONS

Re: ICASA Amendment Bill


During the presentation of the Convergence Bill to the Committee by the Department, 'it was agreed that the Department should ensure that the ICASA amendment Bill is made available before the commencement of the public hearings.


Due to delays related to the inter-departmental discussions, the amendment Bill was only distributed to the members of the Cabinet Committee on Governance and Administration for discussion on the 3rd May 2005. However, the Bill was not approved for the next Cabinet discussions because of the concerns raised by Minister of Finance, Mr Trevor Manuel, with regard to the clause addressing ICASA funding. The two Departments subsequently found a common ground for taking the matter forward and it is expected that the Bill will be discussed in the next Cabinet Committee on Governance and Administration of the 17th May 2005, Should it be approved it would then be tabled at the following full cabinet meeting.


On behalf of the Department, I would like to apologise for the inconveniences thereof, and commit to do all in the departments power to also ensure the accelerate processing of the Bill within Cabinet.
