16 March 2005
SPECIAL PETITIONS AND LEGISLATIVE PROPOSALS

Acting Chairperson:
Mr S Mshudulu (ANC)

Documents handed out:
None

SUMMARY
Two special petitions were circulated but since neither of the proposers was present, the Committee was unable to deal with the matters and documents were retrieved. Three legislative proposals had been tabled at the last meeting but had not been included in the notice for this current meeting. These would be considered at the following meeting.

MINUTES
The Committee elected an Acting Chairperson, Mr S Mshudulu.

The Chairperson reported that he had an unsigned copy of the Minutes of the last meeting, which indicated that two proposals standing over from that meeting should form the only business for the current meeting.

Two petitions were then circulated. The petition of H van Wyk had been sponsored by Dr C Mulder (FF+), and the petition of C J Kellerman had been sponsored by Mr D Gibson (DA). Neither of the sponsors was present at the meeting and no apologies had been received. Mr A Ainslie (ANC) pointed out that the notice was a little confusing and suggested that the Committee Secretary check whether specific notification had been forwarded to both sponsors.

Members agreed unanimously that the petitions could not be considered and should stand over to the following meeting. They also agreed that both Dr Mulder and Mr Gibson be specifically advised of the reasons, and that they be invited to the next meeting so that the petitions could be properly considered. Both petitions were deferred for consideration at the next meeting.

The meeting was adjourned.
