MINUTES
Mr M Moosa (NCOP, ANC) was elected as the Chairperson of the Committee and Ms N Botha (NA, ANC) was elected as the Deputy Chairperson of the Committee.

Mr Moosa said that the deadline for written submissions on the Bill is the 17 November and the Committee will then decide whom to line up for public hearings. He anticipated that the public hearings would end around the 26 November. There will be a break from the 10 December and deliberations will start when the members return around the 12 January 2000. The deadline for the legislation is the 03 February 2000 and so the National Assembly and the NCOP must pass the Bill a few days before.

It was agreed to hold proposed briefing and workshop on the Bill on Friday 5 November.

Mr Z Madasa (ACDP) enquired as to what means are to be used in advertising for submissions. Chairperson Moosa said newspapers including the Sunday Times, Mail & Guardian, City Press and the Citizen would carry the advertisements.

The chairperson read the press statement on the Bill and promised to send it to the media. The meeting was adjourned.

Press Release on "Equality Bill"
29 October 1999

The Promotion of Equality and Prevention of Unfair Discrimination Bill was tabled in Parliament on 27 October 1999.

According to our calculation the constitutional deadline for the Bill is 3rd February
1999.


The committee that has been established today intends to meet this constitutional deadline.

The Bill, popularly known as the "Equality Bill", is landmark groundbreaking legislation which establishes a framework for the enforcement of equality, the elimination of unfair discrimination and the redressing of imbalances caused by our Apartheid past.

The Bill affects the relationship between the State and citizens, between citizen and citizen, and between companies, their employees and citizens, in a very significant manner.

In a nutshell this Bill is a blueprint, and one of the main pillars of transformation in South Africa post 1994.

We are mindful of the immense public interest in this Bill and of its controversial nature. Our committee will attempt to address these concerns over the next three months, and will endeavour to produce a balanced law on equality and unfair discrimination.

It is essential that all interested parties submit their written submissions by 17 November 1999, and indicate whether they wish to be invited to the public hearings which will take place from 22 November 1999 to 26 November 1999 in Cape Town.

Submissions must be submitted to The Committee Clerk - Equality Bill, c/o The Secretary of Parliament, P.O. Box 15, Cape Town, 8000.

We look forward to the submissions and hope that they will assist us in enriching the process we are about to begin.
