7 June 2000
COMMITTEE PROGRAMME

Document handed out
Report No 13 by The Public Protector
Programme (attached)

Chairperson: Mr Nel (ANC)

MINUTES
The Chairperson noted that the minutes of the meetings they had on Report No. 13 were in the process of being transcribed. These would be available at the committee's next meeting.

The committee has not been able to complete the deliberations within the deadline given and they will not be able to sit any time soon as Parliament is going into recess in two weeks' time. The committee will not be able to sit during recess for various reasons including the fact that the Chairperson is part of a delegation, which will be visiting Zimbabwe then.

The committee is going to request that the deadline be extended until 31 August. This will then give the Members a period of one month and one week to complete their deliberations (from 24 July - 31 August 2000).

The date for the committee's next meeting was set for 1 August at 9:00am.

The meeting was adjourned.

Appendix 1:
COMMITTEE REPORT

National Assembly:
1. Second Report of the Ad Hoc Committee on Report 13 of the Public Protector, dated 7 June 2000, as follows:

i) The Committee, after due deliberation, heard evidence from the Public Protector on his 13th report.
ii) Having heard such evidence, the Committee realised that the scope, range and complexity of the matters dealt with in the report were particularly grave and of great consequence to Parliament, and that there was much to be derived from investigating it comprehensively.
iii) In its Report to Parliament, dated 25 January 2000, the Committee indicated that it would need at least three calender months to complete its work, but that it might need to approach the House with a view to extending this period, if necessary.
iv) It has now become evident that the Committee would not be able to complete its work by the end of May 2000. The Committee therefore recommends that the House extends the period for its deliberations until 31 August 2000.

The Committee recommends accordingly.
Report to be considered.
