SUMMARY
The Committee unanimously adopted its Programme and Annual Report. The adoption of reports on tours to the state-owned enterprises (SOEs) was deferred to February 2005. However, an informal report had to be sent out to all stakeholders. Three Members would follow up on outstanding issues in the Alexkor report, particularly around women's empowerment.

The dates for the Transnet and Eskom study tours had been changed. The senior personnel, including both Chief Executives, would meet with the Committee between 31 January and 4 February. Members felt there was the need for a cluster of meeting, including the Defence and Transport Portfolio Committees.

MINUTES
The Chairperson reported that owing to time constraints to undertake study tours of Eskom and Transnet sites and the problematic nature of the Alexkor study tour, the adoption of reports of the state-owned enterprises (SOEs) would be deferred to February 2005. However, an informal report had to be sent out to all stakeholders Three Members would follow up on outstanding issues in the Alexkor report, particularly around women's empowerment. Other priority areas of the Committee Programme included workshops with the Department, meetings with stakeholders, further study tours and training workshops.

Mr P Nnandi (ANC) reported that the date for the Transnet and Eskom study tours had been changed in order to better accommodate all concerned. Senior personnel of Eskom and Transnet, including both Chief Executives, would meet with the Committee between 31 January and 4 February.

The Chairperson said the Committee's programme was informed by the Department's programme. Members' education and training workshops would cover the restructuring of SOEs, and organised labour and community organisations would participate.

A Member said they needed more clarity around Eskom's investment plans. The Chairperson responded that most of the Eskom and Telkom issues would be clarified during the training workshops. The Minister would give an overview.

Ms N Mokoto (ANC) asked that the Committee hold a joint session with the Defence and Transport Portfolio Committees. The Chairperson responded that he had personally extended an invitation to other Committees and they had agreed to work together. However, they had not responded when reports and programmes were sent out to them. He felt that there was a need for a cluster meeting.

Members voted on and unanimously adopted their Annual Report and Programme.

The Chairperson asked Members to take note of the compulsory Parliament training programme for all Portfolio Committees on 25 January.
