PETROLEUM PRODUCTS AMENDMENT BILL: ADOPTION

SUMMARY
The Committee met very briefly to formally consider the Petroleum Products Amendment Bill (B16-2004). The Department of Minerals and Energy (DME) had briefed the Committee on the bill on 10 September. The amendment bill as published was adopted unanimously. A late submission from the LP Gas Association of South Africa was not considered.

MINUTES
The Chairperson announced that a last-minute submission had been received from the LP Gas Association of South Africa. In it, the organisation asked for substantive changes to the manner in which the pricing of LP gas was regulated by government. In essence, the organisation did not want any government regulation and wanted market forces to determine the price.

The Chairperson proposed that the submission not be considered because it had been taken into account when the Committee had considered the Petroleum Products Amendment Bill, 2003. The Committee unanimously agreed.

The Chairperson then moved on to consideration of the bill. Adv H Schmidt and Mr C Morkel (DA) announced that they would have to abstain from any decision because they had not received a mandate from the DA Caucus in time. This was noted for the record.

After adopting the Motion of Desirability on the bill, the Committee went through it clause-by-clause. The three amendments in the original version of the bill were approved unanimously without any discussion. The Committee also unanimously adopted its report on the bill.
