Video

The Committee was supposed to meet with the Department of Mineral Resources and Energy on the provincial conditional grants and the electrification and energy programme but as there were no political principals available, the item was postponed. The Chairperson said this would be dealt with at the Committee’s next meeting. He said the National Council of Provinces must be respected as the National Assembly was.

The Committee considered and adopted several sets of minutes. The Committee oversight report to the Free State was also considered and adopted.

Opening comments

The Chairperson greeted everyone and requested that the agenda for the meeting be flighted. He confirmed there was a quorum. He said this was the last Committee meeting for the term. He outlined the agenda for the meeting. He said the meeting must be completed before the afternoon’s sitting. He heard that there were no apologies from the Committee’s side. He asked to hear which departments were present.

Included on the agenda was a briefing by the Department of Mineral Resources and Energy on the conditional grants. 

Postponement of briefing 

Mr Nhlamulo Sewela, Parliamentary Liaison Officer, formally submitted the apology of the Minister who was away in Japan and unable to attend the meeting. He also said that the Deputy Minister was also unavailable. The Chief Director was present to brief Members. 

As no political principals were present, the Chairperson dismissed the Department from the meeting. The Committee would remain to deal with their internal business. 

Report of the Joint Oversight Visit of the Select Committee on Land Reform, Environment, Mineral Resources and Energy and the Select Committee Economic Development and Trade to the Free State Province

The report was flighted. 

Some Members' names were removed from the report as they were not present at the visit. 

The Chairperson remarked that he was happy with the report, although the CPA has not responded to the Committee’s requests. 

Ms S Sithole (ANC, North West) moved to adopt the report with amendments. Ms S Mokoena (MK, KZN) seconded the motion.

Mr P Mabilo (ANC, Northern Cape) moved to adopt the minutes. Mr H Van der Berg (FF+, Northern Cape) seconded the motion. 

The minutes were adopted.

Mr N Pienaar (DA, Limpopo) moved to adopt the minutes. Ms Sithole seconded the motion.

Minutes dated 19 November 2024

Ms Mokoena moved to adopt the minutes. Ms M Dhlamini (ANC, Free State) seconded the motion.

Minutes dated 26 November 2024

Ms M Kennedy (EFF, Limpopo) moved for the adoption of the minutes. Mr Van den Berg seconded the motion. 

The minutes were adopted. 

Minutes dated 3 December 2024

The Chairperson noted he had written to both the Minister and the Deputy Minister regarding what transpired in the meeting. He remarked that it was a tense meeting. 

Mr Van den Berg moved to adopt the minutes. Mr Mabilo seconded the motion. 
The minutes were adopted. 

Closing comments: 
The Chairperson proposed that in future meetings, the minutes be adopted first before other items are dealt with. This would ensure there is no backlog of meetings. 

The Chairperson said the Committee would deal with the absence of the Ministry today at its next meeting. The National Council of Provinces must be respected as the National Assembly is. 

He wished everyone a happy and safe festive season.
