Draft Committee Budget Vote Reports on Department and Government Communications and Information System
Parliament Information Services: Committee's Synopsis of Budget Vote Public Hearings held 4-11 June - Second Draft dated 2 July 2004

SUMMARY
Members adopted the Committee Budget Vote Reports of the Department and the Government Communication and Information System (GCIS) with no discussion. The Committee Synopsis of the Budget Vote hearings in June (2nd Draft) was circulated but also not discussed. They then needed to rectify some amendments to the Beijing Treaty signed by South Africa, but were not able to do so because they lacked a quorum. This would be postponed until their meeting on Friday 27 August.

MINUTES
Mr G Oliphant (ANC) requested that Members who had been involved in the budget discussions, could assist those that had not been present.

In the absence of any Member questions on the Committee Budget Vote reports, Mr R Pieterse (ANC) suggested that he submit both for acceptance. Mr S.F Haasbroek (DA) seconded this and the reports were unanimously adopted.

The Chairperson said an International Treaty on the Universal Postal Union had been signed by Parliament before. Amendments had been suggested again in Beijing, and the government now needed to sign these amendments. South Africa would be involved in the vote at the Bucharest meeting in September.

Mr G Oliphant asked the Secretary to encourage opposition party Members to attend their meeting on Friday 27 August, in order to get a full quorum so that this Committee could ratify the treaty amendments before proceeding with the workshop. The Department would be present to discuss these amendments.

The meeting was adjourned.
