SUMMARY
The Committee met briefly to adopt its Report on the 2004/05 Department of Minerals and Energy Budget, its minutes of previous meetings and a work programme for the third parliamentary session. These were adopted unanimously with no amendment and with very little discussion.

MINUTES
The Committee’s first business was to approve the minutes of its meetings held in May and June before the parliamentary winter recess. Draft minutes had been circulated to all Members during the recess and they were adopted without discussion or amendment.

Similarly, the Committee Report on the 2004/05 Budget of the Department of Minerals and Energy (DME) was adopted without discussion or amendment.

The chairperson then tabled a draft programme pointing out that an earlier draft which contained a number of oversight visits had to be amended as the committee’s priority for this session would be considering the Energy Regulator Bill (B9-2004). However, certain committee training workshops had been retained but were shifted to September.

Discussion
Mr H Schmidt (DA) noted the importance of the Energy Regulator Bill, but enquired whether any other bills would come before the committee during this session.

The chairperson indicated that he had met the Director-General of DME to discuss forthcoming legislation, and although further bills were in the pipeline, none was ready for tabling at this point. He undertook to report more fully at a future committee meeting.

Mr S Louw (ANC) commented that the committee should make every effort to accommodate the oversight visits at a later stage as they were vital for the committee’s oversight role.

The chairperson agreed and indicated that the visits would be scheduled towards the end of the third term and possibly also the fourth term. The work programme was unanimously adopted without further discussion.

The meeting was adjourned with a reminder by the chairperson of the workshop with the DME on 3 August dealing with the Energy Regulator Bill.
