SUMMARY
The Committee elected Mr F Beukman. He beat his only rival Dr G Woods with six votes to three. Dr Woods (IFP) was however graceful in defeat and promised to fully support the new Chair during his term in office. Mr Trant (DA) who had proposed Dr Woods said that Members had a right to exercise their democracy choice but that did not mean that his party is against the new Chair. He assured the Chair of his party's full support in steering the Committee towards efficiency in its oversight work.

MINUTES
Mr Mulefe, the Committee Clerk, informed Members that the main agenda was to elect the Chairperson. He called for nominations from Members.

Mr Jordan (ANC) said that when the ANC used its majority strength, there was always an outcry that the Party was misusing its status to harass opposition parties. He hoped that that would not be the case this time. All negotiations avenues had thus far failed to bear fruit.

Mr Trant nominated Dr G Woods (IFP). Three other Members from the opposition parties supported him. Mr Jordan nominated Mr F Beukman (NNP). Six Members of both ANC and NNP supported him. The Chair announced that Mr Beukman should accordingly assume the Chair.

The Chair thanked Members for the vote of confidence. He noted that the Committee had very experienced people on board and most Members had served in many other Committees. He announced that his policy would be to focus on consensus building and not bullying tactics. He would maintain the principle of openness and that Members were free to consult him any time. He looked forward to an excellent teamwork where everyone made a contribution to the work of the Committee.

Mr Trant congratulated the Chair on his appointment. He said that whatever the result of the voting, his party was ready and willing to work with the Committee to ensure that it enjoyed the credibility of the public. It was the democratic right of every Member to take a different viewpoint, which did not mean disrespect for anyone. He was new and therefore very enthusiastic to make a contribution to the onerous Committee work.

Dr Woods joined other Members in wishing the Chair well in his new but challenging responsibility. He said the Committee had often set high goals and it was important to strive to achieve them.

Mr Kannemeyer (ANC) also joined the chorus to congratulate the Chair on his reappointment. He noted that the Committee work was critical to the maintenance of the principles of accountability. He hoped that Members would take responsibility to ensure that they worked together as a team.

Mr Madikiza (UDM) also conveyed his Party's congratulations. He said his Party intended to play a significant role in this critical oversight mandate.

The Chair announced that the Committee would hold a business planning meeting to map out its programmes. The following week was fully packed so there would be no room for such a meeting. He suggested that it take place the week after next.

Mr Trant asked the Chair to consider holding a workshop where new Members would be inducted in the business of the Committee.

Mr Jordan (ANC) agreed that there was need for orientation. It would be important to have a longer session for this kind of business. Mr Trant suggested the Monday after next week.

The Chair assured new Members that a workshop would be hosted for their benefit. The Auditor-General would sent hhis staff to show Members how documents were structured. He would liase with the Committee section to find a convenient day and communicate the same to Members.
