The Committee met to elect its chairperson.  Ms W Philander (DA) received unanimous support for the post.

The Western Cape Provincial Parliament unanimously agreed to establish an Ad-hoc Committee on Tuberculosis (TB). This decision follows engagements with various stakeholders since February last year. As with other provinces, TB is an endemic disease in the Western Cape.

Members raised the Committee’s Terms of Reference (TOR) and methodology to undertake its task. TB was a cross-cutting matter and the work of all departments impacted TB. The Committee will have to “tread carefully” in how it identified its role. The Committee would have a big field to cover even including social aspects. The sooner the Committee gets going, the more efficient it will be.

Members would be provided with the relevant background information provided by the various stakeholders for them to prepare.

A Committee programme was being formulated which would include an international fact-finding mission to establish best practices.  

Meeting report

The Committee Procedural Officer said the Committee was gathered to elect a Chairperson according to the rules of the Western Cape Provincial Parliament. He called for nominations.

Mr G Bosman (DA) nominated Ms W Philander (DA).

Mr P Marais (FF+) seconded the nomination, as did Ms D Baartman (DA).

There were no further nominations and Ms Philander was duly elected as Chairperson.

Chairperson Philander thanked Members for their faith and trust in her leading this important Committee. She noted the Standing Committee on Health had done the groundwork for this Ad Hoc Committee.

She asked the Procedural Officer to provide Members with the relevant background information provided by the various stakeholders for Members to prepare.

She said a Committee programme was being formulated which would include an international fact-finding mission to establish best practices.  

Members agreed the Procedural Officer could “take his time” sending the information as Members would be pre-occupied with Annual Reports until early December.

Mr Marais was interested in the Committee’s Terms of Reference (TOR) and methodology to undertake its task. He said TB was a cross-cutting matter and the work of all departments impacted on TB. The Committee will have to “tread carefully” in how it identified its role. People often had HIV but died of TB – this was one issue. Another issue was how TB related to poor health, poor nutrition and poor living conditions. He felt the Committee would have a big field to cover even including social aspects. The sooner the Committee gets going, the more efficient it will be.

The Chairperson said Members will be in touch regarding the programme and way forward.
