Tabled Committee Reports

The Select Committee on Appropriations met virtually to consider and adopt their reports on the 2022 Adjustments and Special Approripations Bill. The Bills and reports were passed with the FF+, EFF and DA reserving their positions. Committee minutes were also considered.

As it was the Committee’s last meeting for the year, Members wished each other well for the festive season.

Meeting report

The Chairperson made brief introductory remarks and welcomed all present in the meeting.

Report of the Select Committee on Appropriations on the Adjustments Appropriation Bill [B23 – 2022] [National Assembly (Section 77)]

The Committee went through the report.  

Mr D Ryder (DA, Gauteng)  said some issues could have been addressed differently given the recommendations made on the Adjustments Appropriation Bill. He said this would be debated in the House.

The Chairperson said she did not want to misrepresent the Committee. She said Mr Ryder needed to identify what he did not agree with so this could be fixed.

Mr Du Toit (FF+, North West) said the FF+ had reservations about the Bill and the spending of the funds in totality and thus could not fully agree with the conclusion [of the report]. It must be noted that the FF+ reserves its comment.

The Chairperson said the Committee was not at adoption yet.

Mr E Njadu (ANC, Western Cape) said the Committee took all the necessary steps and the Committee was concurrent on the work being done irrespective of the different views of the various parties.

Mr Ryder said the contents of the report were correct, but he disagreed with the conclusion.

Mr Y Carrim (ANC, KZN) said that the other parties would oppose the Bill, because it was supported by the majority party.

The Chairperson said this was correct and that others should present their view on the report.

Mr Carrim adopted the report and Ms L Mamaregane (ANC, Limpopo) seconded the report.

Mr Moletsane (EFF, Free State) said the EFF reserved its position.

Mr Ryder said the DA reserved its position.

The report was adopted without amendment.

Report of the Select Committee on Appropriations on the Special Appropriation Bill [B24 – 2022] [National Assembly (Section 77)]

The Committee referred to the observations and recommendations in its report.

Mr Njadu said the report was focused on Special Appropriations matters. The process was followed and he moved for the adoption of the report.

Mr Carrim seconded the adoption of the report.

Mr Ryder said the DA reserved its position.

Mr Du Toit said the FF+ reserved its position.

Mr Moletsane said the EFF reserved its position.

The report was adopted without amendment.

Report of the Select Committee on Appropriations on the Proposed Division of Revenue and Conditional Grant Allocations to Provinces and Municipalities as Contained in the 2022 Medium Term Budget Policy Statement


The Committee went through the observations and recommendations.

Ms Mamaregane moved for the adoption of the report.

Mr Njadu seconded the adoption of the report.

Mr Moletsane said the EFF reserved its position.

Mr Du Toit said the FF+ reserved its position.

Mr Ryder said the DA reserved its position.

The report was adopted without amendment.

The minutes of 24 November were adopted without amendment.

Committee Minutes of 25 November 2022

The minutes of 25 November were adopted without amendment.

The Chairperson took the opportunity to thank Members for their cooperation and engagement throughout the year. She said criticism in the Committee came from a good heart and the purpose was to make everyone better as public representatives who were able to serve the public.

Mr W Aucamp (DA, Northern Cape) said it had been a long and hard year and although the Committee had differed with each other in many instances, it had been respectful and collegial to make South Africa collegial for all.

Mr Du Toit  thanked all the support staff for their support and expressed his appreciation for this.

Mr Njadu expressed his appreciation for the Chairperson.

Mr Moletsane thanked the Chairperson and wished everyone a prosperous year.

Mr Carrim thanked the Chairperson and staff for their sterling work.

Mr Ryder said the Select Committee was not a simple thing, but the Committee has understood each other well and the high quality reports show a high degree of excellence. PMG and the departments, Treasury in particular, have contributed fantastic input, as well as the media which play a very important role in helping promote the work of Parliament and this Committee.

The Chairperson shared similar sentiments to the rest of the Members and wished everyone well over the festive season.
