Report of the Standing Committee on Finance Budget Vote 8: National Treasury

The Committee considered the report.

Dr D George (DA) referred to the filling of leadership and senior management vacancies, subsection 7.8, which refers to the Head of the Government Pension Administration Agency (GPAA) appointment to resolve the service delivery challenges. He said there are major challenges in the Government Employees Pension Fund (GEPF). He agreed that appointing a Chief Executive Officer (CEO) for GPAA is a good idea but suggested that the paragraph should also read “and to take immediate action to finalise cases that are currently exceeding the service level agreement” because there are a number of cases that are outstanding and need to be resolved.

Dr George referred to the National Treasury programmes, subsection 7.21, which refers to the pension fund reform. He said it is an understatement to say that "the pension fund reforms have been quite slow”. The paragraph further reads, "The Committee requires National Treasury to brief it on the progress made on these reforms". He suggested that it further reads "including specific action, with deadlines to be taken”. He said that the Committee does not only need a progress report, but it needs to have detail with specific deadlines.

The Chairperson asked that Members consider the report with the amendments.

Mr G Skosana (ANC) moved for the adoption of the report.

Ms M Mabiletsa (ANC) seconded the adoption.

The DA reserved its rights and the FF+ objected.

The Committee’s Budget Vote Report was adopted with the amendments.

The meeting was adjourned.
