Meeting Summary

In this virtual meeting, the Committee considered and adopted its second quarter programme and oversight visit programme to Mpumalanga. The purpose of the oversight visit to Mpumalanga was for the Committee to visit keys projects that were supported by the Department of Trade, Industry and Competition. The Department was encouraging the facilitation of industrialisation and the expansion of the manufacturing base to ensure economic development, transformation, opportunities, and job creation.

The Committee also considered and adopted the minutes of three previous meetings.

Meeting report

The Chairperson welcomed the Members of the Committee to the meeting. The agenda was presented.

Ms R Moatshe (ANC) moved for the adoption of the agenda.

Mr S Mbuyane (ANC) seconded the adoption of the agenda.

The agenda was adopted.

The Chairperson said that the purpose of today’s meeting was to consider the Committee’s second quarter programme. It was in line with the guidelines on focus areas for the second term of 2022. The Committee would also consider its oversight programme, which was aligned to the key focus areas of the Department in its facilitation of industrialisation and the expansion of the manufacturing base to ensure economic development, transformation, opportunities, and job creation. She asked the Committee Secretary to take the Committee through the proposed second quarter programme.

Consideration of the second quarter programme

The Committee Secretary presented the second quarter programme.

Mr Mbuyane moved for the adoption of the second quarter programme.

Mr C Malematja (ANC) seconded the adoption of the second quarter programme.

The second quarter programme was adopted.

Consideration of the oversight visit programme to Mpumalanga

The Committee Secretary presented the oversight visit programme.

Ms Margot Sheldon, Committee Content Advisor, provided an overview of the projects that the Committee would be visiting, for the Members’ information. The information had been submitted to Members.

Mr Mbuyane moved for the adoption of the oversight visit programme.

Mr Z Burns-Ncamashe (ANC) seconded the adoption of the oversight visit programme.

The oversight visit programme to Mpumalanga was adopted.

The Chairperson said that the Committee looked forward to going to the ground and seeing these projects. The members looked forward to performing oversight on behalf of the Portfolio Committee.

The Committee Secretary detailed the oversight programme and the process going forward. The Committee would submit the oversight visit programme to the House Chairperson for approval. The process required that the members be engaged because all Members would be travelling from their homes. The Committee Secretariat would be in contact with members regarding travel arrangements. Once a Member had indicated where they wanted to travel from and then changed that afterward, it became the responsibility of the Member to make their own changes. That was the instruction from the House Chairperson regarding oversight. If Members indicated that they were travelling for the full week then they would receive a stipend. If Members did not attend on those days, then they were required to reimburse Parliament for the day they were not attending. Once all arrangements had been concluded, the Committee Secretariat would forward Members a detailed programme and a detailed brief in preparation for that meeting. He encouraged Members to respond to all communication from the Committee Secretariat.

The Committee Secretary presented the draft minutes to the Committee.

Mr Malematja moved for the adoption of the minutes.

Ms N Motaung (ANC) seconded the adoption of the minutes.

The minutes were adopted.

Consideration of the draft minutes of the Portfolio Committee on Trade and Industry dated 22 March 2022

The Committee Secretary presented the draft minutes to the Committee.

Ms Motaung moved for the adoption of the minutes.

Ms Moatshe seconded the adoption of the minutes.

The Chairperson wished the Members a productive constituency period as the Members did work with ordinary South African citizens. The Members would continue to perform oversight on service delivery.
