In its final meeting for the year, the Committee met to consider and adopt outstanding meeting minutes and Committee Reports. The Committee reports on oversight visits to the Western Cape and virtual engagement with the Eastern Cape were adopted. Both reports dealt with economic development in the provinces, attracting investment and boosting job creation. A similar report was considered for the Free State however the Committee decided not to adopt the Report yet as outstanding information was needed from entities the Committee interacted with during that engagement

The Committee Programme for 2022 was considered and adopted.

Report of the Select Committee on Trade and Industry, Economic Development, Small Business Development, Tourism, Employment and Labour, Jointly with Select Committee on Transport, Public Service and Administration, Public Works and Infrastructure at the City of Cape Town and The West Coast District in Western Cape Province

The Committee considered the report – they were taken through the recommendations of the report by the Committee Secretary

The Chairperson invited Members to make comments on the report.

The report was adopted with the EFF objecting to the report.  

Report of the Select Committee on Trade and Industry, Economic Development, Small Business Development, Tourism, Employment and Labour, Virtual Engagement on the Strategic and Functional Role, and Contribution of the Eastern Cape Development Corporation and the Buffalo City Metropolitan Development Agency to Translate the Economic Reconstruction and Recovery Plan in Order to Boost Economic Growth, Attract Investments and Boost Job Creation in the Eastern Cape Province and Buffalo City Metropolitan Municipality

The Committee considered the report – they were taken through the recommendations of the report by the Committee Secretary

Recommendations included:

-Minister of Public Enterprises should submit to the Committee, before the end of the 2022/23 financial year, a feasibility study on whether it is feasible to increase the capacity of the East London Port, including the initiative to expand the automotive terminal.

- over the 2022 medium term, the Minister of Transport, the MEC responsible for Transport and the Buffalo City Municipality, with the support of national and provincial treasuries, should formulate a financing and funding mechanism to accelerate the implementation of the public transport of development programme in the Buffalo City metro.

-MEC responsible for Economic Development, Environmental Affairs and Tourism should engage Provincial Treasury to consider funding of the InvestSA capability in order to fulfil its policy obligations. Funding should be set aside in the medium term and the funds should be earmarked.

-the Ministers responsible for Transport, Energy, Water and Sanitation, Public Enterprises and ICT should develop in a collaborative approach with the Eastern Cape provincial government and the affected district municipalities through an integrated plan for investment and development of the eastern side region and the Eastern Cape Province. The plan should be submitted to the Committee before the end of the 2023/24 financial year.

-the BCMM and the BCMDA should submit to the Committee the plan to develop all development projects within the region. The plan should be submitted by the end of the 2021/22 financial year.

-the Select Committee on Public Enterprises and Communications and Select Committee on Security and Justice should convene a joint meeting by inviting the Ministers of Police, Justice and Correctional Services to address the slow pace of finalising the investigation and prosecution of the alleged acts of corruption the maladministration relating to SOEs.

Report of the Select Committee on Trade and Industry, Economic Development, Small Business Development, Tourism, Employment and Labour, Virtual Engagement with National, Provincial, Local and Provincial Development Agencies on Strategies to Boost Economic Growth, Attract Investments and Boost Job Creation in the Free State province

The Committee considered the report – they were taken through the recommendations of the report by the Committee Secretary

Recommendations included:

-The Committee noted the potential of the Maluti Special Economic Zone and the industrial parks to ignite economic growth and attract investments and create much needed jobs. If the necessary infrastructure such as road, rail, energy and, water and sanitation could be provided, the Committee recommends that the Ministers responsible for Transport, Energy, Water and Sanitation, and Enterprises should develop an integrated plan in partnership with provincial and local government authorities to strengthen and enhance growth at the MAPCZ and industrial parks. The plan should be developed and submitted to the Committee by the end 2020/23 financial year.

-The Free State Provincial Department of Economic Development, through the Free State Development Corporation, with the support of the Minister of Trade, Industry and Competition, working in partnership with the relevant local authorities and National Treasury City Support Programme Industrial Park Revitilisation, should develop a plan that will ensure the financial sustainability of the MAPCZ and industrial parks. The plan should be submitted to the Committee by the 2020/23 financial year.

-The Mangaung Metro, with the support of the provincial government and the Minister of Cooperative Governance and Traditional Affairs, are to develop a revenue generation strategy and action plan to improve service delivery in the metro. The Strategy and Action Plan is expected to be submitted to Committee by the end of the 2021/22 local government financial year

-The Provincial MEC responsible for Agriculture and Rural Development, in partnership with the Free State Provincial Department of Economic Development, in collaboration with the Minister responsible for Agriculture, Land Reform and Rural Development and the Minister for Trade, Industry and Competition and working with the industry players, should develop a plan that will ensure growth and development of the agriculture industry in the province. Transnet should finalise the agricultural transformation and growth strategy. The Transnet agriculture and transformation and growth strategy should be integrated to the plan to ensure the growth and development of the agricultural industry and province. The Committee is expecting that the plan is to be submitted by the end of 2022/23 financial year

The Chairperson invited Members to make comments on the report.

Ms S Boshoff (DA, Mpumalanga) asked if the metro was asked to provide answers to Members’ questions within seven days

The Chairperson confirmed this.

The Committee Secretary said written responses were expected from the Department of Trade, Industry and Competition (DTIC), the Mangaung metro and Transnet – the only response was from DTIC and the response was included in the report. The Committee was following up with the other parties as the due date for responses was last week.

The Chairperson suggested the report not be considered and that he write to the NCOP House Chairperson to follow up on these matters. The outstanding information could then be added to the report and will be adopted.

Committee Programme 2022

The Committee perused its programme for the first term of 2022. Key dates for the term included the State of the Nation Address (SONA), SONA debates and consideration of Strategic Plans – the Chairperson remarked that the leave period was lengthy as the NCOP was expected to return on 29 January 2022.

The programme was adopted.

As it was the final Committee for the year, the Committee wished each other well.
