SUMMARY
The NCOP amendments to the Rental Housing Bill (B29D - 99) and the Housing Second Amendment Bill (B49 - 99) were passed. All the amendments were agreed to and no objections were noted.

MINUTES
The Director-General (DG) of the Housing Department, Ms M Nxumalo was present to take the committee through the Bills.

Mr Lee of the DP noted that he had studied the bills and that he considered them an improvement from the earlier ones. Accordingly, he indicated that his party agreed to all the amendments and there would be no objections or submissions.

The NNP concurred with the DP.

The Chairperson noted that as a matter of formality, the Bill should still be read through clause by clause.

Rental Housing Bill
The following clauses were read out by the DG:
Clause 1, 2, 4, 5,9,10,12,13,14,15 and 19. At the end of each clause the committee indicated that they agreed to the amendments.

The only issue which arose was raised by Mr Lee (DP). He indicated that, in relation to clause 5, there had been a technical error in that the amendment related not to line 4, but to line 26. The DG apologised for the mistake.

The Chairperson reported that the committee found all the NCOP amendments favourable and declared that the Bill had been amended.

Housing Second Amendment Bill
The DG read out the single clause that amends the Housing Act. The committee agreed to the clause, and the Chairperson declared the Bill passed.
