The Standing Committee on Appropriations adopted its report on the Second Special Appropriations Bill [B17-2021] for the allocation of R32.85 billion to various departments and institutions to deal with the ravages of the Covid-19 pandemic and also to deal with the effects of the July unrest, which occurred mainly in KwaZulu-Natal and Gauteng. Of the proposed R32.85 billion allocation, R26.7 billion will be allocated to the Department of Social Development, for the extension of the Social Relief Distress Grant; R1.3 billion to the Department of Trade, Industry and Competition, to support businesses affected by the unrest; R3.9 billion to National Treasury, for the recapitilisation of the South African Special Risks Insurance (Sasria); R700 million to the Department of Defence and R215 million to the Department of Police for the deployment of police and military personnel during the unrest.

The DA noted its objection to the report.

Meeting report

The Chairperson indicated that the Committee was meeting to consider the report of the Standing Committee on Appropriations on the Second Special Appropriations Bill [B17-2021].

On behalf of the Committee, he sent condolences to the National Freedom Party and the family of Ms Zanele KaMagwaza-Msibi on her passing – she was the former Deputy Minister of Science and Technology. He indicated that her passing was a great loss to South Africa.

Mr S Emam (NFP) thanked the Chairperson for his remarks.

The Chairperson explained the Second Special Appropriations Bill relates to the allocation of R32.85 billion to various departments and institutions to deal with the ravages of the Covid-19 pandemic and also to deal with the effects of the July unrest, which occurred mainly in KZN and Gauteng. Of the proposed R32.85 billion allocation, R26.7 billion will be allocated to the Department of Social Development (DSD), R1.3 billion to the Department of Trade, Industry and Competition (DTIC), R3.9 billion to National Treasury (for the recapitilisation of South African Special Risks Insurance (Sasria) Insurance), R700 million to the Department of Defence (DoD) and R215 million to the Department of Police.

Mr A Sarupen (DA) expressed the objection of the DA.

The motion was adopted, with the objection of the DA noted.

Report of the Standing Committee on Appropriations on the Second Special Appropriations Bill [B17-2021]

Mr Sarupen requested that the Chairperson note the DA’s rejection of the draft report on the Second Special Appropriations Bill.

The report was adopted.

The Chairperson explained that the Bill would be tabled in the National Assembly, afterwhich, a date will be set for a debate on the Bill.

He thanked Members for their engagement on the Bill.

Committee minutes

The Committee then proceeded to adopt its minutes for 7, 8 and 14 September 2021.

The Chairperson indicated that the Committee will soon be receiving the programme for the final term and it will meet to adopt it. 

He wished all political parties well for the elections.
