WHITE PAPER ON INTERNATIONAL MIGRATION: HEARINGS PLAN

In the last meeting prior to adjournment for this session, the Chairperson, Ms Z Capa (ANC), expressed the hope that members are studying the White Paper. The public hearings plan was approved by the committee and the Chairperson adjourned the meeting.

MEMORANDUM
{For Approval}

SUBJECT: Public hearings on White Paper on International Migration
The Portfolio Committee on Home Affairs plays a vital role in shaping a new immigration policy for South Africa. Only a well managed immigration system will enabling South Africa to realise the economic benefits of immigration. In order to meet our country's challenges in immigration and migration policy and management, the Committee needs to hold public hearings on the White Paper on International Migration.

In order to hold the public hearings the Committee will have to pIace newspaper-advertisements to call on the public and interested organisations to send submissions to the Committee and to request to appear before the Committee.

The proposed dates for the public hearings are 24, 25 and 26 January 2000. It is further envisaged that the Committee should deliberate on the hearings on 27 and 28 January 1999.

The proposal for placing advertisements is as follows:
Sunday 5 December 1999 - Sunday Times (R18 203)
Friday 10 December 1999 - Mail & Guardian (R4 340)
Tuesday 14 December 1999 - Sowetan (R6 853)

Total = R29 396

It is proposed that the closing date for submissions on the White paper be Wednesday 12 January 1999.

Public hearing
The Portfolio Committee on Home Affairs will conduct public hearings in Cape Town on the White Paper on International Migration. The Committee invites individuals and organisations to submit written comments on the white paper by not later than Wednesday, 12 January 1999.

Interested parties who wish to appeal before the Committee at the public Hearings should also submit such a request by Wednesday, 12 January 1999.

The public hearings will be held at Parliament in Cape Town as follows:
Dates: 24, 25 and 26 January 2000
Time: 09:00 - 16:00
Venue: Good Hope Chamber, Good Hope Building, parliament
