HOME AFFAIRS PORTFOLIO COMMITTEE
22 May 2000
LOCAL GOVERNMENT MUNICIPAL ELECTORAL BILL: INFORMAL DISCUSSION

Relevant document
Draft Municipal Electoral Bill
[Municipal Electoral Bill (B35-2000) to be tabled 23/5/2000]

The committee met to familiarise themselves with the Bill before meeting the following day for discussions on the Bill with the Independent Electoral Commission.

The Bill is to be fast-tracked and so the relevant National Council of Provinces committee will be joining them for group sessions on the Bill. The Identification Amendment Bill (stipulating exclusive use of green bar-coded ID books for municipal elections) will be dealt with in tandem with the Municipal Electoral Bill.

Mr Mokoena, the Chairperson, said that at first it had appeared as if there would be no time for public consultation but the Speaker had deemed this to be necessary and the debate in the National Assembly was thus scheduled for later in June. Public hearings on the Bill will be held on Monday 5 June. The response by the Department to the public submissions will be presented on Friday 9 June.

There will be clause-by-clause voting on Monday 12 June and the debate in the National Assembly is scheduled for 20 June 2000.
