S79 Referral Of Liqour Product Amendment Bill 

In a virtual meeting, the Portfolio Committee on Agriculture, Land Reform and Rural Development sat to adopt its Report on the President’s reservations on the Liquor Products Amendment Bill.

In opening remarks on the occasion of Africa Day, the Chairperson conveyed strong support, on behalf of the Committee, to the people of Palestine. He called on African countries to do the same and called for peace, justice and human dignity – as had been done when South Africans struggled against the apartheid regime.  

Meeting report

The Chairperson welcomed the meeting with an opening address. He wished Members a happy Africa Day. Africa had a proud history of resistance to occupation and settler colonialism. Africa Day was a celebration of victory over colonial occupation, subjugation of their land and the brutal atrocities that were committed against their people. They knew the pain and suffering of their Palestinian brothers and sisters. On this Africa Day, they stood in solidarity with Palestinians and all oppressed nations around the world. The Chairperson, on behalf of the Committee, called on other African countries to do the same and stand for justice and human rights. Other Africans had stood in solidarity with South Africans in the struggle against the apartheid regime. They thus called on the African people, trade unions, worker formations, South African National Civics Organisation and the community at large to take up this opportunity as they celebrated Africa Day.

To show their support of the Palestinian struggle, the Chairperson called for a march to the Pan-African Parliament as they convened their session in Midrand. They would make a call to brothers and sisters on the continent to stand on the side of justice. The Chairperson called them to remember those Africans who had sacrificed their lives for freedom. They told apartheid Israel to stop the massacre, genocide and ethnic cleansing of Palestinians, particularly of women and children.  They called on African countries to demand peace and justice, including the return of Palestinian refugees and land, and that Prime Minister Benjamin Netanyahu and all responsible for the murder and ethnic cleansing of Palestinians be tried by the International Criminal Court. They saluted Africans on Africa Day, and remembered former leaders Patrice Lumumba, Samora Machel, Kwame Nkrumah, Julius Nyerere, Muhammar Gaddafi, and Kenneth Kaunda amongst others. They called on all freedom- loving people in Africa to stand and be counted, as the world stood with them as South Africa against the gross violation of human rights. They stood united in the SADC region and Africa.

The Chairperson invited the Committee Secretary to flight the agenda items.

Report of the Portfolio Committee on Agriculture, Land Reform and Rural Development on the Liquor Products Amendment Bill [B10B – 2016] (National Assembly – Section 75)
The Chairperson went through the report and read through the recommendations. The recommendations included:
· A correction to a referencing error (Clause 1, Subsection 1, B10 – 2016) regarding African Beer.
· An approval of the remitted bill once corrected.
· That the Bill be referred to the National Council of Provinces (NCOP)
