Western Cape Appropriation Bill
Western Cape Third Adjustments Appropriation Bill (2020/21 Financial Year)

The Committee met on a virtual platform to adopt the Western Cape Third Adjustments Appropriation Bill after considering all the Budget Vote reports adopted by the Standing Committees of the provincial legislature. The ANC expressed its minority view to not support the Bill.

The Committee also adopted the Western Cape Appropriation Bill after considering all the Budget Vote reports adopted by the Standing Committees of the provincial legislature.

The Committee resolved to conduct an oversight visit to the Karoo as the area was deprived of economic opportunity as the budget to the area was cut. The Committee would be receiving firsthand information on this and challenges experienced during its oversight visit.

Meeting report

Western Cape Third Adjustments Appropriation Bill
The Chairperson then indicated that the Committee would consider the reports on the individual Budget Votes.

Vote 1: Department of the Premier  
The Chairperson read out the report on Vote 1 and indicated that the Committee had passed the vote.

The ANC and EFF exercised their minority view.

Vote 3: Western Cape Provincial Treasury  
The Chairperson read out the report on Vote 3 and indicated that the Committee had passed the vote.

The ANC had exercised its minority view.

Vote 5: Education

The Chairperson read out the report on Vote 5 and indicated that the Committee had passed the vote.

The ANC had exercised its minority view.

Vote 6: Health
The Chairperson read out the report on Vote 6 and indicated that the Committee had passed the vote.

The ANC and EFF had exercised their minority view.

Vote 7: Social Development
The Chairperson read out the report on Vote 7 and indicated that the Committee had passed the vote.

The ANC had exercised its minority view.

Vote 8: Human Settlements
The Chairperson read out the report on Vote 8 and indicated that the Committee had passed the vote.

The ANC had exercised its minority view.

Vote 11: Agriculture, Environmental Affairs and Development Planning
The Chairperson read out the report on Vote 11 and indicated that the Committee had passed the vote.

The ANC had exercised its minority view.

Vote 12: Economic Opportunities and Tourism
The Chairperson read out the report on Vote 12 and indicated that the Committee had passed the vote.

The ANC and EFF had expressed their minority view.

Vote 13: Cultural Affairs and Sport
The Chairperson read out the report on Vote 13 and indicated that the Committee had passed the vote.

The ANC expressed its minority view.

Vote 14: Local Government 
The Chairperson read out the report on Vote 14 and indicated that the Committee had passed the vote.

The ANC and EFF had expressed their minority view.

Discussion
The Chairperson invited Members to express their views on the overall Western Cape Third Adjustments Appropriation Bill.

Mr R Mackenzie (DA) asked the Chairperson whether she wanted the Committee to pass the appropriations.

The Chairperson explained that the Bill was now before the Committee. She summarised that the Budget Committee now had to consider the various appropriations that had been effected.

 Mr Mackenzie then proposed that the Committee should adopt the Bill.

Mr G Brinkhuis (Al Jama-ah) seconded the adoption.

 Mr L Mvimbi (ANC) informed the Committee that the ANC has resolved that it opposed the budget votes and would exercise its minority view.

Vote 1: Premier
The Chairperson read out the report on Vote 1 and indicated that the Committee had passed the vote

The ANC and EFF expressed their minority views.

Vote 2: Provincial Parliament
The Chairperson read out the report on Vote 2 and indicated that the Committee had passed the vote

The ANC and EFF expressed their minority views.

 Vote 3: Western Cape Provincial Treasury
The Chairperson read out the report on Vote 3 and indicated that the Committee supported the Vote.

The ANC had exercised its minority view.

Vote 4: Community Safety
The Chairperson read out the report on Vote 4 and indicated that the Committee had passed the vote

The ANC and EFF expressed their minority views.

Vote 5: Education
The Chairperson read out the report on Vote 5 and indicated that the Committee supported the Vote.

 The ANC had exercised its minority view. 

Vote 6: Health
The Chairperson read out the report on Vote 6 and indicated that the Committee had passed the vote

The EFF expressed its minority view.

Vote 7: Social Development
The Chairperson read out the report on Vote 7 and indicated that the Committee supported the Vote.

 The ANC expressed its minority view.

Vote 8: Human Settlements
The Chairperson read out the report on Vote 8 and indicated that the Committee supported the Vote.

The ANC had expressed the Official Opposition's minority view.

Vote 9: Environmental Affairs and Development Planning
The Chairperson read out the report on Vote 9 and indicated that the Committee supported the Vote.

The Official Opposition in the Western Cape, the ANC, had exercised a minority view.

Vote 11: Agriculture, Environmental Affairs and Development Planning
The Chairperson read out the report on Vote 11 and indicated that the Committee supported the Vote.

In accordance with the Western Cape Provincial Parliament's rules, the ANC had expressed its minority view. 

Vote 12: Economic Opportunities and Tourism
The Chairperson read out the report on Vote 12 and indicated that the Committee supported the Vote.

Vote 13: Cultural Affairs and Sport
The Chairperson read out the report on Vote 13 and indicated that the Committee supported the Vote.

Vote 14: Local Government 
The Chairperson read out the report on Vote 14 and indicated that the Committee supported the Vote.

The ANC had expressed its minority view

Discussion

Mr Mvimbi requested the Chairperson return to the report on human settlements. He wanted to ascertain what the report on human settlements had actually said. He wanted to know what had been meant by “concluded”.

The Chairperson indicated that each of the reports had been adopted by the respective oversight Standing Committees. Reports that the Budget Committee had received had come directly from these Committees. The reports were accepted on face value

Mr D America (DA) said that as a Member of the Standing Committee on Human Settlements, he could attest to the accuracy of the report. He confirmed that the Vote had been adopted.

Mr Mackenzie moved to adopt the Western Cape Appropriation Bill [B4-2021]

Mr Brinkhuis seconded the motion.

Mr Mvimbi noted the ANC did not support the Bill.

Committee Resolutions

Mr Brinkhuis asked that the Budget Committee undertake an oversight visit to the Karoo area. He said that the budget allocation for this area had decreased and that this area could be one for future economic potential.

The Chairperson did not understand what the premise for such a visit would be. 

Mr Brinkhuis replied that the area had been rife with a lack of economic opportunities and that the Committee should be enabled to have access to firsthand information and challenges experienced in the area.

The Committee resolved that an oversight visit would be undertaken to the Karoo.

The Chairperson thanked Members for their attendance and adjourned the meeting.
