Meeting Summary

In a virtual meeting, the Committee convened to deliberate and adopt its Committee Reports on Quarter 1 and 2 performance of the National School of Government, Department of Planning, Monitoring and Evaluation (DPME), Brand South Africa, Public Service Commission (PSC), Department of Public Service and Administration (DPSA), and Statistics South Africa.

The ANC supported the adoption of all reports. The DA reserved its rights to vote in the National Assembly on the reports. The EFF objected to all the reports, except StatsSA. The IFP supported the reports.

Meeting report

Ms R Lesoma (ANC) was elected as Acting Chairperson. On behalf of the Committee, she gave sincere condolences to Ms Malomane on the death of her daughter and wished her ease during this difficult time.

Committee Report on Statistics South Africa 2020/21 Quarter 1 and 2 performance
The Committee went through the report.

The Acting Chairperson suggested that the figures be crosschecked so they reflect the correct budget allocation and expenditure.

Mr S Malatsi (DA) said the report is a quarterly report and it does not have recommendations due to this.

The Acting Chairperson agreed that as it is a quarterly report, the House will have to accept the report without any recommendations.

Dr M Gondwe (DA) said that the DA reserves its rights to vote in the National Assembly and not in this meeting.

Ms M Ntuli (ANC) moved for the adoption of the report and Ms V Malomane (ANC) and Ms C Motsepe (EFF) seconded.

Committee Report on DPME and Brand SA 2020/21 Quarter 1 and 2 performance
The Committee went through the report.

The Chairperson requested that the budget and expenditure figures be crosschecked.

Ms Ntuli said that Point 5.3 of the report should be a recommendation.

Mr Julius Ngoepe, Committee Content Advisor, said it is best to leave 5.3 as presented, because the quarterly reports do not require recommendations.

The Chairperson said that the choice of words used in the report to reference people with disabilities should be carefully considered to not offend anyone.

Mr Malatsi said that Point 5.15 should add that the Brand SA board should fill the CEO position as advised by the Committee.

Dr Gondwe said that the DA reserves its rights on voting.

Ms Motsepe said that the EFF objects to this report.

Committee Report on National School of Government 2020/21 Quarter 1 and 2 performance
The Committee went over the report.

The Chairperson suggested that this report be linked with DPSA and the figures crosschecked. She said that the report is in order and can be presented to the House.

Ms M Kibi (ANC) moved for adoption and Ms Ntuli, Mr Sibisi and Inkosi R Cebekhulu (IFP) seconded.

Dr Gondwe said the DA reserves its rights on voting.

Ms Motsepe said that the EFF objects to this report.

Committee Report on Public Service Commission 2020/21 Quarter 1 and 2 performance
The Committee went through the report.

The Chairperson requested that the budget and expenditure figures be crosschecked. She said that the report is in order and can be presented to the House.

Ms Kibi supported the adoption of this report as presented, and Mr Sibisi and Mr Cebekhulu seconded.

Ms Motsepe said that the EFF objects to this report.

Dr Gondwe said the DA reserves its rights on voting.

Committee Report on DPSA 2020/21 Quarter 1 and 2 performance
The Committee went through the report.

The Chairperson requested that the budget and expenditure figures be crosschecked.

Ms Ntuli moved for the adoption of this report, and Ms Kibi seconded.

Dr Gondwe said the DA reserves its rights on voting.

Ms Motsepe said that the EFF objects to this report.

Minutes of Committee meetings
The Committee considered and adopted the minutes of 25 November 2020; 3, 10 and 17 February 2021.

While discussing the 3 February 2021 minutes, the comment was made that the minutes would not reflect any of the discussion as the discussion is factored into the report.

While discussing the 17 February 2021 minutes, Dr Gondwe said that 4.3 should include the Committee’s concern that the Executive Authority did not submit declarations of financial interest within the cutoff date.


Dr Gondwe said that 2.6 should include the Committee concern that national and provincial departments did not cooperate with the Public Service Commission in submission of the declarations.
