SUMMARY
The Ad Hoc Committee is still awaiting a draft report on party views on this matter that is currently being prepared by a subcommittee. The report will be tabled at the Ad Hoc's next meeting on Tuesday 27 February 2001.

MINUTES
The Chairperson noted that the members of the Ad Hoc Committee had held a meeting the previous day in order to express their views on the way forward. Consequently, the Committee decided to constitute a subcommittee for the purposes of composing a draft committee report. The subcommittee would consist of five (5) members, three would be from the ANC and the other two would be from the DP and PAC respectively.

The subcommittee was tasked with trying to summarize the discussion that the Ad Hoc Committee had on 22 February and to also outline the areas of agreement and disagreement. It had to do a report to the Ad Hoc Committee today.

He asked Mr L Landers (ANC), a member of the subcommittee, to report to the Ad Hoc Committee on the Drafting Committee's behalf.

Mr Landers said that the subcommittee had held a meeting on 22 February immediately after the Ad Hoc Committee had adjourned. Various positions were stated and were noted by the Drafting Committee. Consequently, the Drafting Committee is currently compiling a document.

He expressed the hope that the subcommittee will meet on Monday 26 February, which will be a closed meeting, so that it may compile a concrete report to table before the Ad Hoc Committee on 27 February.

Mr D Gibson (DP) concurred with Mr Landers. He said that from his party's point of view, it would be a pity if the Committee ends up with a majority report and a minority report. He said that it is in the interest of Parliament and in the interest of the Republic of South Africa that a unanimous conclusion be reached.

Ms P De Lille (ANC) added that she had submitted four points for consideration at the Drafting Committee and said that she hoped that these points would be considered before the Committee drafts a final report.

At that point, the Chairperson concluded that there would be no merit in proceeding with any further discussion.

He challenged the subcommittee to agree on a time for the meeting next Monday 26 February. The Ad Hoc Committee would subsequently meet on Tuesday 27 February. The meeting was adjourned.
