In this virtual meeting, the Committee considered its draft Report on the 2020 Division of Revenue Second Amendment Bill.

National Treasury had made three suggestions to change figures. The Committee did not accept these amendments as it wanted the figures in the report to be consistent with the bill.

The motion of desirability of the bill was passed by the Committee. The draft Committee report on the bill was adopted with amendments despite abstentions by the EFF and DA.

Meeting report

The Committee met to consider the draft Committee Report on 2020 Division of Revenue 2nd Amendment Bill. He said there were amendments made to the previous draft report circulated. The Committee went through the report page by page.

On page 2, Mr Darrin Arends, Committee Secretary, said that National Treasury had amended the figure to read R160.2b and not R160b.

Mr Sifiso Magagula, Committee Content Advisor, said that in the bill the amount referred to was R160b and he would prefer that it be written as reflected in the bill as R160b.

This was agreed to by the Committee.

On page 3, Mr Arends said that National Treasury had amended the figure under 4.3 to read R8.5b.

Mr Magagula said that in the original report it was R1.5b and Treasury had added R7b of the Equitable Share for the Education Department to reach a total of R8.5b. He would prefer the amount to remain R1.5b as the R7b was reflected later in the report.

Ms Wendy Fanoe, Chief Director: Intergovernmental Policy and Planning, National Treasury, said the amendments were just suggestions.

The Chairperson said that the figure would be left at R1.5b as it did not make a material difference.

This was agreed to by the Committee.

On page 5, Mr Arends said that National Treasury had amended the figure of R160b to read R160.2b as in the previous case on page 2.  

Mr Magagula said that he would prefer that it be written as R160b as it was written in the bill.
 
Mr Z Mlenzana (ANC) asked if the actual figure of R160.2b could be written and mention that it was rounded off to R160b as the difference was not insignificant.

Mr Magagula said that he was not saying that it was not significant, but the figure used in the bill was R160b so it should be written as R160b in the report for reference purposes.

Under bullet point 8.2, the Chairperson asked for the name of the organisation that had made a submission.

Mr Arends said that there was a coalition of groups called C19 Coalition and one of its sub-groups which had made the submission was the ‘Pay the Grant Campaign’.

The Committee then moved on to consider the motion of desirability of the bill and this motion was passed by the Committee.

The Committee report was then adopted with the EFF and the DA members registering their abstention.

Committee Programme
The Committee Secretary noted the substitution of the briefing by the Department of Trade and Industry by the SA Police Services in the following week’s schedule based on a Management Committee decision.

Mr Mlenzana questioned whether the meeting scheduled for Friday could occur as there was a House sitting. 

The Committee Secretary said he would check up on that matter and communicate it to members.

The revised programme was adopted with amendments.

Committee Minutes

The Committee minutes dated 20 October, 29 October, 30 October, 3 November and 11 November were adopted with no changes.

The meeting was adjourned.
