Video: Portfolio Committee on International Relations and Cooperation, 26 August 2020

The Committee met virtually to consider and adopt the minutes of previous meetings ranging from 4 March 2020 to 19 August 2020. Some minutes were deferred for corrections and the inclusion of more discussion the Committee held during the meetings.

Meeting report


The Chairperson welcomed all Members and outlined the programme for the meeting. She thanked Members for making it to the meeting and apologised for being late because of technological difficulties.

The Committee held a moment of silence for the late Adv H Mohammad (ANC), a Member of the Portfolio Committee on Justice and Correctional Services.

Consideration and Adoption of Committee Minutes
Minutes dated 4 March 2020
The minutes were adopted.

Minutes dated 11 March 2020
Ms T Msane (EFF) mentioned that there were a lot of discussions about imperialists, the African criminal court, African Union, the meeting of Libya, the role of the Russian military and she was not convinced that everything was captured in the minutes. Should there be a request for minutes, one must be in a position to understand what the Committee discusses.

The Chairperson suggested deferring the minutes.

Mr T Mpanza (ANC) also supported the views raised by Ms Masane.

The minutes of 11 March 2020 were deferred.

Committee minutes dated 18 March 2020

Ms Msane raised that during the meeting, it was mentioned that ICT and the task team were struggling. For the Committee to be able to track the developments of the task team formation, the date should be included in the minutes. The performance of the mission was also not mentioned and it was important in future should there be a need to hold the Department accountable.

Mr Mpanza said that there was an emphasis on the issue of making sure that Africans are not disadvantaged and it was not captured in the minutes.

The Chairperson also clarified that on the matter of the land that was marked for development of an Pan African Parliament (PAP), the Department did not say that the title deeds were fraudulently obtained but the dispute was that the land belonged to a private owner - whether the title deeds were obtained fraudulently or not was not mentioned in the meeting. She suggested the minutes be deferred so that they could be corrected.

The minutes of 18 March 2020 were deferred.

The minutes were adopted.

Committee minutes dated 3 June 2020

Ms Msane was concerned that the minutes were missing some Committee discussions. For example the matter of Black Lives Matter was not captured in the minutes. The facilitation of repatriation was also not mentioned together with the discussion of the treatment of Africans in China. Another highlight that was missed from the minutes was the fact that DIRCO had employed 26% of youth and the withdrawal of funding by the USA to the WHO.

The minutes of 3 June 2020 were deferred.

Mr Mpanza said that credit must be given where it is due because the minutes of the meeting were well captured and there was nothing to criticise.

The minutes were adopted.

Committee minutes dated 19 August 2020

The Chairperson said the minutes would be revisited so that the Committee discussions on the matter of Israel could be captured.

Ms Msane said that the Committee had discussed that the African Union should take a stance since Sudan was also mentioned in the peace deal.

The minutes were deferred.

The Chairperson thanked the members for attending the meeting.
