SUMMARY
Discussion of the Committee Programme focused on a budget workshop on 24/25 February. The absence of a visit from the Minister on the committee programme was pointed out.

MINUTES
The Chairperson went through the draft committee programme:
- The Department of Public Service and Administration (DPSA) will give its annual review. This meeting will also look at cooperation between the DPSA and the Committee.
- There will be a two day budget workshop on 24 and 25 February in Saldanha Bay. The projected budget for the workshop is still subject to approval.

In answer to a question by Mr Baloyi (ANC) on what is meant by budget workshop, the Chair explained that the Minister of Finance's budget speech is coming soon and the workshop will assist the committee in evaluating the budget of the DPSA and see how it is going to be utilised.

An ANC Committee member pointed out that since the budget has already been decided on, there is nothing they can do at this stage. It would be better for the workshop to take place before a budget is drawn up since the workshop is now meaningless.

Mr Kgwele (ANC) countered that their overall level of understanding on budget issues is very important and this should be taken into consideration. The Committee will be empowered as to how to make use of their budgetary oversight role

The Chair added that the workshop will look at how to go about utilising the budget, and whether in future the Committee should meet prior to the finalisation of a budget. Ms September (ANC) supported the idea that in future workshops should be held before the budget is completed. Mr Grobler (DP) echoed the same sentiment, saying "we must not be reactive, we must be proactive. It is very important for the Committee to make its valuable inputs in the budget process."

Ms September (ANC) noted that the draft committee programme does not feature a visit by the Minister. She felt it is very important for the Committee to be briefed by the Minister as is happening in other Portfolio Committees.

The Chair noted this suggestion and said they would look into this. A revised committee programme will be circulated on Friday 23 February.

Prior to the start of proceedings, the Committee observed a moment of silence for their late colleague and committee member, Mr P F Mbongo, who died in December 2000.

The meeting was adjourned.
