In a virtual meeting, the Committee met to consider and adopt its Report on the filling vacancies within the National Youth Development Agency (NYDA) Board. Committee Members said the finalising of the NYDA board was a long process due to delays caused by the COVID-19 lockdown. The sub-committee had already adopted the Report the night before the meeting took place.  

The recommended candidates were: Mr John Sifiso Mtsweni; Ms Karabo Mohale; Ms Thuthukile Zuma; Ms Paballo Ponoane; Mr Lukhona Afika Mnguni; Mr Avela Mjajubana; Mr Molaoli Sekake.

Report of the Select Committee on Health and Social Services, on the Appointment of the National Youth Development Agency (NYDA) Board Members

The Committee Secretary informed Members that the recommended candidates for the filling of vacancies on the National Youth Development Agency (NYDA) Board had already been adopted the night before the principle committee [subcommittee]. The Report of the Select Committee on the process was now before Members for adoption.

 The Committee was taken through the Report on the appointment of the NA board members. The Report covered the process undertaken including the establishment of the subcommittee, selection criteria for shorlisting and the interviews.

The Committee recommended the following candidates:

- Mr John Sifiso Mtsweni

- Ms Karabo Mohale

- Ms Thuthukile Zuma

- Ms Paballo Ponoane

- Mr Molaoli Sekake

- Mr Lukhona Afrika Mnguni

- Mr Avela Mjajubana

The Report was adopted without amendment.

Consideration and adoption of Committee minutes

Committee minutes dated 30 June 2020

The Committee secretary took Members through the minutes of the closed meeting. It covered the consideration of the criteria for the process of the NYDA.

The minutes were adopted without amendment.

The minutes covered the shortlisting process.

The minutes were adopted without amendment.

Committee minutes dated 26 July 2020

The minutes covered the guidelines for the interviews as referred to in the draft Report.

The minutes were adopted without amendment.

Committee minutes dated 27, 28, 30 and 31 July 2020

The minutes covered the interviews.

The minutes were adopted without amendment.

Consideration and adoption of Committee Third Term Programme

The Committee secretary presented the programme which covered the period 18 August - 9 October 2020. It was noted the meetings of the Committee would take place in the afternoon as the NCOP had plenaries in the mornings.

Mr E Nchabeleng (ANC, Limpopo) said that he hoped that the programme did not clash with other meetings.

Ms S Luthuli (EFF, KZN) asked if the programme meant that Members would first attend house sittings and then sit on the Select Committee.  

The Chairperson affirmed his as indicated in the programme

The Committee’s third term programme was adopted without amendment.

Mr Nchabeleng thanked the chairperson for her leadership and patience. He said that the Committee had gone through a tough time and cited her leadership as what helped the Committee make it through. He quoted a Northern Sotho saying, “those who are led by women, will never go hungry”.

The Chairperson thanked the Committee for its hard work and its role in ensuring that issues of women are prioritised. She said that the Committee helped South African women feel protected. She requested that the male Committee Members “preach the gospel against gender-based violence to all South Africans”.
