Tabled Committee Reports

In a virtual meeting, the Committee met to consider and adopt its Reports on the adjusted allocations for budget vote 40: Transport, Budget Vote 7: National School of Government and Vote11: Public Service and Administration. The EFF did not support the adoption of the Reports and the DA abstained from voting.

Meeting report

The Chairperson welcomed the Members to the meeting and outlined the programme for the day. The Chairperson asked the Committee Secretary to take Members through the Reports.

The Reports were on the adjusted allocations for budget vote 40: Transport, Budget Vote 7: National School of Government and Vote11: Public Service and Administration.

Mr M Rayi (ANC, Eastern Cape) suggested that the Reports be presented on the screen instead of reading everything since Members were already aware of the contents of the Reports.

The Chairperson shared the same sentiments and asked the Committee Secretary to show the Reports on the screen so that Members could see them.

The Chairperson informed Members of the letter he had written to the Minister of Transport in terms of the adjustment budget allocation. He asked the Committee Secretary to read first the letter sent by the Minister to the Committee and to also read the response by the Chairperson to the Minister. The letter was about the correspondence between the Committee and the Minister on the request for tabling of the Annual Performance Plans of the 2020/21 financial year.

The Chairperson asked if Members had any remarks.

Mr Rayi said that all departments had tabled their APPs but after the adjustment budget, the departments have tabled their plans on how they are going to be affected by the adjustment budget. He was of the view that there will be not much of a difference but there is a need to get the tabled APP.

Mr T Brauteseth (DA, KZN) asked for clarity and if the issue was about condonation.

The Chairperson asserted that it was a matter of condonation and the main concern with the Department of Transport was of the date as there will no time to for the Committee to consider the revised APP as it has to debate the Report first.

Mr Brauteseth suggested the letter should also include a line stating “however should the department wish to present to the Committee earlier we can accommodate them.”

Mr M Mmoiemang (ANC, Northern Cape) as the Chairperson voted for the adoption of all the Reports.

Mr M Dangor (ANC, Gauteng) voted for the adoption of all the Reports.

Ms M Mamaregane (ANC, Limpopo) voted for the adoption of all the Reports.

Ms S Boshoff (DA, Mpumalanga) retained her position and abstained from voting.

Mr Brauteseth retained his position and abstained from voting.

Ms B Mathevula (EFF, Limpopo) voted against the adoption of all the Reports.

Mr T Apleni (EFF, Eastern Cape) voted against the adoption of all the Reports.

Mr Rayi voted for the adoption of all the Reports.

The Reports were adopted.

The meeting was adjourned.
