SUMMARY
The Committee discussed the annual report commenting on the appointment of the new secretary and the researcher. It was suggested that the Nodal Visits to the Provinces should take place in January 2004.

MINUTES
Nodal Visits
Inkosi Hlengwa said in the previous meeting the Committee proposed visits to Nodal Points in the Eastern Cape, Kwazulu-Natal, Limpopo and the Free State and the Committee now had to discuss the proposal.

Ms T Nwamitwa -Shilubana (ANC) suggested the visits take place in the last week in January 2004 to ensure it did not clash with members' other obligations.

Inkosi Hlengwa said the Committee should be mindful of the local peoples availability as well, he suggested the Committee Secretary contact all the relevant areas representatives and investigate the feasibility of the proposed event and scheduling. He suggested workshops could be arranged with those areas the Committee could not visit during the specified time.

The Committee agreed.

Annual report
Inkosi Hlengwa objected to the listing of the a Secretary to the Chairperson as he was not aware one had been appointed.

Mr J Leburu, Committee Secretary said the appointment was made in August 2003 though it appeared the Chairperson was not yet introduced to his new Secretary.

Mr S Opperman (DA) asked what the person in question was tasked to do since her appointment.

Mr M Chikane (ANC) said the Chairperson should write a letter to the IFP Chief whip and request clarity on this situation.

Inkosi Hlengwa (IFP) said someone was introduced as his new Secretary but he objected to not having an input in the appointment. He referred to the listing of a Researcher to the Committee and said he had seen the Researcher in Committee meetings only once or twice.

Mr J Blanche, (FA) said the Committee should have a say in the Researcher's attendance at meetings.

The Committee agreed to invite Dr Gabriel to whom the Researchers report to explain the relationship between a Committee and its Researchers.
