Amendments agreed to on the National Health Bill

SUMMARY
The Committee very briefly considered amendments to the National Health Bill. Members agreed that a letter be forwarded to the Speaker for the Bill to be placed in the Order Paper for debate.

MINUTES
The Chairperson reported that the NCOP was currently debating the Bill. The Committee should address and finalise amendments. In terms of Rule 274 of Parliament, a letter had to be forwarded to the Speaker so that the Bill was put in the Order Paper for debate.

Clause 10
On page 11 in line 19, "or a user who is not an inpatient" is omitted.

Clause 15
On page 12 in line 7, "that" is inserted after "provider". In line 8, "and" is omitted.

Clause 21
On page 14 in line 22, "health and" is inserted after "promote".

Clause 22
On page 14 after line 51 (b) is amended with the insertion of "the Deputy Minister of Health, if there is one;"

Clause 25
On page 16 after line 16, (g) is inserted and reads "co-ordinate health and medical services during provincial disasters;"

Clause 26
On page 17 in line 17, "organisation is omitted and substituted with "and relevant provincial organisation".

Clause 27
On page 17 in line 39, "and provincial" is inserted after "national". In line 42, "time frames, guidelines and the format" substitutes 'format and time frames". In line 50, "or her" is inserted after "his".

Clause 29
On page 18 in line 7, "FOR REPUBLIC" is omitted. In line 9, "for the Republic" is omitted.

Clause 39
On page 22 in line 29, "or health establishments" is inserted after "providers".

Clause 41
On page 23 after line 13, the following is inserted: "(iii) prescribed procedures for meetings of the board. In line 26, "not more than five" is inserted after "include".

Clause 50
On page 25 in line 50, "health" is omitted. On page 26 in line 8, the second "health care" is omitted and substituted with "registered". On page 26 in lines 17 and 24, "health care" is omitted. On page 26 in line 18, "registered" is omitted. On page 26 in line 39, to omit "advise" and to substitute "advice". On page 26 in line 44, "the majority" is omitted and substituted with "at least half".

Clause 85
On page 39 in line 2, "or police official" is omitted. On page 39 in line 3, "or the police official accompanying him or her" is inserted after "84(5)". On page 39 in line 15, "officer" is omitted and substituted with "official". On page 39 in line 18, "police officer or health officer" is omitted and substituted with "health officer or police official".

Clause 90
On page 40 after line 41, "(A:) notifiable medical conditions" is inserted.

Members agreed that a letter be forwarded to the Speaker for the Bill to be placed on the Order Paper for debate. Members were reminded of the budget hearings for the Social Sector cluster on 19 November 2003. Five Bills were due for consideration.
