The Committee convened to adopt the Science and Technology Laws Amendment Bill [B42B 2018].

The Committee unanimously agreed to adopt the Bill. It would now be taken to the National Council of Provinces for consideration and adoption.

Meeting report

The Chairperson said that the Science and Technology Laws Amendment Bill had been before the Committee for some time and that the Committee must complete its work on it, so that it could be passed to its next step. He was unfamiliar with the procedure and requested advice from the Committee Legal Advisor. He asked whether he should be reading through the Bill word by word or only reads clause numbers. He was mindful of the poor internet connectivity of some Members.

Ms Sueanne Isaac, Parliament Legal Advisor, said that it was unnecessary to go through the Bill word by word. She advised the Chairperson to only read clause numbers and then ask Members if they had any comments or inputs since they had presumably already gone through all the clauses.

Mr M Bara (DA, Gauteng) suggested Members rather flag an issue than to express inputs clause by clause. He said that this would prolong the meeting.

The Chairperson asked if the Committee Secretary had received any apologies.

The Secretary responded that she did not receive any apology, nor were there any input submissions on the Bill from absent Members.

The Chairperson began reading the amendments by clause numbers. He welcomed Members to make inputs as he proceeded.

Ms D Christians (DA, Northern Cape) requested for the Amendment Bill content to be displayed on the screen to make it easier for Members to follow.

The Chairperson agreed and requested the Secretary to display the Bill on the screen.

The Chairperson began reading the bill clause by clause.

Clause 1--Amendment of section 7 of Act 46 of 1988, as amended by section 4 of Act 71 of 1990, section 5 of Act 16 of 2011 and section 1 of Act 7 of 2014

Ms Isaacs reminded the Committee that the amendment section 8 was an insertion, and asked the Chairperson to read the clause number rather than the actual section number of the principal Bill.

The Chairperson sought advice from Committee Secretary on the process for adoption of the Memorandum on the Objects of the Bill.

The Secretary responded that Members needed to adopt the Memorandum.

Memorandum of Objects

The Chairperson asked Members if the Memorandum needed to be adopted as a whole or if the Committee must go through it section by section.

Ms Isaacs responded that it was unnecessary for the Committee to adopt the Memorandum section by section. The Committee could then adopt it as a whole.  

The Committee unanimously supported the adoption of the Memorandum on Objects of the Bill.

The Committee unanimously supported the adoption of its Report on the Science and Technology Laws Amendment Bill (2018).

The Committee unanimously supported the adoption of its minutes of its previous meeting, held on 10 June 2020.

The Chairperson expressed his gratitude to the Parliament’s legal team and to the Department.
