The Chairperson had challenges connecting to the meeting and requested Mr H Hoosen (DA) presides over the meeting. Mr Hoosen noted that the Committee would consider the minutes as well as the Committee’s Report on the Budget Votes of the Departments of Cooperative Governance and Traditional Affairs.

Committee minutes dated 21 April 2020

Mr I Groenewald (FF+) moved for the adoption of the minutes.

Ms H Mkhaliphi (EFF) seconded the motion.

The minutes dated 21 April 2020 were adopted with the amendment that the Minister should include the input of the Committee when consulting on different levels of the lockdown and other disaster management-related matters.

Ms Mkhaliphi moved for the adoption of the minutes.

Mr Groenewald seconded the motion.

The minutes dated 28 April 2020 were adopted with the amendment (as proposed by Mr K Ceza (EFF) that it include the issue of seasonal workers and allegations of impropriety levelled against the Mayor of Polokwane

Mr Mpumza moved for the adoption of the minutes

Mr Groenewald seconded the motion.

Minutes dated 14 May 2020 were adopted with the amendment that the City of Cape Town return for a follow up meeting. The minutes should also reflect the reported under collection of revenue to the value of R194 million in the City of Johannesburg.

Reports of the Portfolio Committee on Cooperative Governance and Traditional Affairs on the 2020/21 Annual Performance Plans and Budgets of the Departments of Cooperative Governance and the Department of Traditional Affairs and Entities Reporting to them

The Report was tabled before the Members.

Recommendations:

  • The Department of Cooperative Governance should have a follow up meeting with the Committee soon after the tabling of the adjustment budget specifying the allocation of the R20 billion additional funding to municipalities;
  • The Minister should urgently brief the Committee on the transition from level 4 to level 3 of the lockdown;
  • The Committee should call Nelson Mandela Bay, Buffalo City, Tshwane and Ekurhuleni Metropolitan Municipalities for a briefing on their efforts to combat the spread of COVID-19;
  • The Committee should also look at considering the petitions of Ekurhuleni Metropolitan Municipality and Knysna Local Municipality referred to it.  
  • The Chairperson should raise the challenge of Members’ attendance to Command Council meetings with the Leader of Government Business

Mr Mpumza moved for the adoption of the Reports.

Mr Hadebe seconded the motion.

The Reports were adopted.

The Chairperson commended the Members, support staff and departmental staff for their commitment and dedication to the success of the work of the Committee.
