Meeting report

NOTE: PMG was not present at the meeting. The below is compiled based on the Committee’s official minutes adopted on 17 September 2019. The meeting took place in Gauteng

Officials present:

The Chairperson made opening remarks and noted the apologies.

Air Traffic and Navigation Services (ATNS) 2019/20 Corporate Plan

The ATNS Chairman of the Board made opening remarks. The Acting CEO and executives from the ATNS briefed the Committee on the 2019/20 Corporate Plan and budget of the entity in terms of the following areas:

-introduction to ATNS business

-2018/19 performance review and outlook

-Department of Transport KPIs: three-year projects

-conclusion

After the presentation, the Acting CEO, Board Chairman and officials responded to comments and questions of clarity from Members. Due to time constraints, responses could not be provided to all questions. The Acting CEO therefore undertook to respond in writing to the questions in seven days.

Subsequently, the Committee was taken on an orientation and guided tour of the ATNS facilities in Kempton Park.

Airports Company SA (ACSA) 2019/20 Corporate Plan

The ACSA Chairman of the Board made opening remarks. The Acting CEO and executives from ACSA briefed the Committee on the 2019/20 budget and Corporate Plan of the entity in terms of the following areas:

-overview: organisation, geographic footprint, operating mode, organisational structure, governance structure and economic impact

-strategy: sustainability framework, strategy 2025, strategic objectives and Key Performance Indicators (KPIs) and KPI targets 2020/21

-financial performance: traffic volume and revenue performance

-capital expenditure: Cape Town International Airport, OR Tambo International Airport and King Shaka International Airport

SA Civil Aviation Authority (SACAA) 2019/20 APP

The SACAA Chairman of the Board made opening remarks. The Director of Civil Aviation (DCA) and executives from SACAA briefed the Committee on the 2019/20 APP and budget of the entity in terms of the following areas:

-SACAA mandate

-SACAA core ideology

-reviewed imperatives

-2018/19 APP: performance summary and review

-2018/19 Auditor-General of SA audit outcomes and corrective action plan

-2019/20 organisational goals and objectives

-2019/20 strategic risks and mitigation plans

-SACAA financial overview

-International Civil Aviation Organisation Universal Security Audit Programme Continuous Monitoring Approach audit 2019

-ICAO Universal Safety Oversight Audit Programme

-SACAA transformation initiatives

-organisational challenges

-upcoming events

After the presentation, the DCA and executives of SACAA responded to comments and questions of clarity from Members. Due to time constraints, responses could not be provided to all questions. The Acting CEO therefore undertook to respond in writing to the questions in seven days.

The Committee was taken on an orientation and guided tour of the PRASA Gauteng Nerve Centre at Kaalfontein.
