The Chairperson made introductory remarks and noted apologies.

Railway Safety Regulator (RSR) 2019/20 Annual Performance Plan (APP)

The RSR Chairman of the Board made opening remarks. The Acting CEO and executive from the RSR briefed the Committee on the 2019/20 budget and APP of the entity in terms of the following areas:

-RSR legislative mandate

-vision statement

-alignment to apex priorities

-risk-based approach

-strategic outcome orientated goals of the RSR

-2019/20 projects

-Medium Term Expenditure Framework (MTEF) budget

After the presentation, the RSRS Board members and officials responded to the comments and questions of clarity from Members. Due to time constraints, responses could not be provided to all questions. The RSR therefore undertook to respond in writing to the questions in seven days.

The Committee adjourned at 11:30 until its meeting with the Passenger Rail Agency of SA (PRASA) at 14:00.

PRASA 2019/20 APP

After introductory remarks by the Chairperson of the Interim PRASA Board on the state of PRASA, the Acting Group CEO and executives of PRASA briefed the Committee on the 2019/20 Corporate Plan of PRASA in terms of the following areas:

-PRASA mandate

-contribution to the National Development Plan (NDP)

-Alignment with the priorities of the sixth administration

-alignment with the Department of Transport Strategic Plan

-alignment with Minister’s key objectives

-what informs the Corporate Plan

-the Corporate Plan focus areas

-PRASA war room – a vehicle for turnaround: war room structure, war room committees, warm room work streams, war room interventions and deliverables, war room performance monitoring and reporting

-daily performance monitoring and reporting: Gauteng, Western Cape and Kwazulu-Natal

-2019/20 performance plan for predetermined objectives

-APEX priorities for PRASA

-PRASA performance indicators and targets linked with the Minister of Transport’s priorities

 After the briefing, Members proceeded to make comments and asked questions of clarity. Due to time constraints, PRASA Board members and executives could not respond to all questions. PRASA was given a month to respond in writing to outstanding questions.

Subsequently, the Committee was taken on an orientation and guided tour of the Gibela Rolling Stock Manufacturing Facility at Dunnottar in Nigel.

The meeting was adjourned.
