The Committee met to adopt its Budgetary Review and Recommendation Report (BRRR) o the Department of Trade and Industry and its entities. Members agreed on the substance of the Report and made minor adjustments in the conclusion section. The Report was adopted with amendments.

Budgetary Review and Recommendation Report (BRRR)
The Chairperson accepted apologies from Ms P Mantashe (ANC), Mr D Macpherson (DA) and Mr M Cuthbert (DA). The Committee then considered the conclusions of its Budgetary Review and Recommendation Report (BRRR) point by point.

Section 10.9: Ms J Hermans (ANC) said that the reference to steel and automotive industries needed to be broadened to include other industries too.

Ms Y Yako (EFF) suggested referring to “high energy users.”

Section 10.13: the Chairperson proposed it be made explicit that the Department of Trade and Industry (DTI) was expected to report on progress regularly every six months, not just once in six months time.

Section 10.20: Mr S Mbuyane (ANC) wondered if it was justified to call for the National Regulator for Compulsory Specifications (NCRS) to be placed under administration, given that there were still several months left in the financial year, and the Committee itself was asking NCRS to produce a turnaround strategy (Section 10.14).

The Chairperson agreed, and the sentences referring to placing the NCRS under administration were removed.

Section 10.21: Mr Mbuyane asked for a timeframe for the South African Bureau of Standards (SABS) turnaround strategy to be included.

Sentences to the effect that SABS should report to the Committee every six months were added.

The Chairperson shared a meeting he had with representatives from the cement industry that discussed concerns about large amounts of substandard cement entering the country from Pakistan, among other countries. NCRS and SABS played a crucial role, he said, so it was urgent that these agencies were run professionally and responsibly.

Mr F Mulder (FF+) suggested the Committee receive a presentation from the cement industry on the matter.

Ms Hermans suggested the Department present to the Committee on the situation before an industry group.

The Committee discussed the appreciations section of the BRRR.

Ms Yako distanced the EFF from the expression of thanks to the Minister.

Mr Mbuyane said that Sections 10.15 and 10.17 of the conclusions read like recommendations and suggested moving them into the recommendations section of the report.

The Committee Secretary explained the recommendations were addressed directly to the Minister, who was expected to carry them out within the Executive branch. The committee could still perform its own oversight of matters raised as conclusions.

The BRRR was adopted with the amendments discussed.
