Election of Committee Chairperson
The Committee Secretary, Mr Allen Wicomb, called the meeting to order and welcomed the members of the committee. He explained that Rule 158 of the Rules of the National Assembly required him to preside over the election of a chairperson and then hand over the chair to that person. He then called for nominations.

Ms P Abraham (ANC committee whip) nominated Mr Maswanganyi.

The nomination was seconded by Ms M Mabiletsa (ANC).

Mr Wicomb called for further nominations. There being none, he declared Mr Maswanganyi as elected and invited him to take the chair.

Mr Maswanganyi thanked the committee members for electing him. He assured them that he would try to preside over the committee impartially and act without prejudice or favour. He said the Committee had a big responsibility in exercising oversight over the National Budget. Section 55 of the Constitution required Parliament and the provincial legislatures to hold the executive to account.

Committee Programme
Mr Maswanganyi then asked members to consider a draft programme for the remainder of the parliamentary term until the end of July. He asked if members needed more time to consider the programme.

However, Ms ED Peters (ANC) moved that it be adopted with the proviso that it could be changed if necessary. Her proposal was seconded by Mr GJ Skosana (ANC) and accepted unanimously by members.

The programme included briefings by the National Treasury, the SA Revenue Service and the Government Employees Pension Fund on their 2019/20 Annual Performance Plans.

There being no further business, Mr Maswanganyi adjourned the meeting and invited members of the newly constituted committee to pose for a group photo.
