SUMMARY
Five Committee members were elected to take up the invitation to participate in the Habitat Forum and Housing Finance Course. The Committee programme had to be rescheduled.
Since the Community Reinvestment Bill had been temporarily suspended. Outstanding issues that the Committee needed to finalise at upcoming meetings included the Mayoral Report, Imbizo Report, and Human Rights Commission Report

MINUTES
Invitation to Habitat Forum and Housing Finance Course
Due to the Chairperson's absence at the meeting because of her illness, the Committee elected an acting chairperson in accordance to the rules of the National Assembly in order to be able to proceed with the programme. The person elected was Mr S Montsintsi (ANC) (nominated by Mr D Mabena (ANC)), who immediately took charge of the proceedings.

The acting Chairperson presented correspondence sent by the National Department of Housing and Habitat Forum. The first letter contained an invitation for five Committee members to participate in a course in Housing Finance as part of the initiative to build and develop capacity within the Housing Sector. The course was to be conducted in Johannesburg from 17-20 September 2003. The second letter invited the Committee members to participate in a Habitat Forum meeting that was to take place on 14 October 2003 in Johannesburg. The following five members were chosen to participate in the events described above: Ms J Semple (DA), Mr J Durand (NNP), Mr D Mabena (ANC), Mr G Schneemann (ANC) and Mr W Skhosana (ANC).

Committee Programme
The second part of the meeting concentrated on parliamentary programme issues. Since the Community Reinvestment Bill had been temporarily suspended, the Committee had to restructure the schedule of meetings in order to fill in the space previously reserved for the briefings on the Bill. Outstanding issues that the Committee needed to finalise at upcoming meetings included the Mayoral Report, Imbizo Report, and Human Rights Commission Report.

Ms Semple (DA) asked for permission to table to the Committee her report on problems discovered in the Limpopo province for discussion at a future meeting. The Chairperson said that the three important issues mentioned above would be discsused, but as to allowing individual reports to be presented at the level of the Committee, the decision would still have to be made.

The meeting was adjourned.
