Meeting Summary

The Committee considered the final mandates and draft reports on the Division of Revenue Bill [B5-2019]; the Public Audit Excess Fee Bill [B7-2019]; the follow-up meeting with the Eastern Cape on progress with the Early Child Development (ECD) grant implementation. It also approved the draft Annual and Legacy Reports, and the minutes of previous Committee meetings.

The Chairperson received the mandates in favour of the Division of Revenue Bill from the provincial legislatures of Limpopo, Free State, Gauteng, KwaZulu-Natal, Mpumalanga, and North West. The Western Cape legislature did not support the Bill. After consideration of the report on the Bill page by page, Members adopted it with a minor amendment.

Members adopted the draft report on the Public Audit Excess Fee Bill [B7-2019] and the follow-up meeting with the Eastern Cape on progress with the ECD grant implementation, without further amendments. They also adopted the draft Annual and Legacy Reports, and Committee minutes.

In his closing remarks, Chairperson commended the Members from different political parties, who had been working together as a team. They had done their best to add value to the work of Parliament and this Committee. They had improved the lives of the people -- the lives of everyone -- simply because people came first. He thanked the National Treasury, the Minister of Finance, the Deputy Minister of Finance and the Director General of the Department, for their collaboration with the Committee. He finally thanked the staff members for being professional and delivering quality work.

Meeting report

Final Mandates on Division of Revenue Bill [B5-2019]

The Chairperson said that all concerns raised by Members in the previous meeting had been addressed and that the report had been adjusted accordingly. He asked whether each province supported the adoption of the Bill.

Mr M Monakedi (ANC, Free State) said that the Free State legislature supported the Bill.

Mr E Makue (ANC, Gauteng) said that Gauteng legislature voted in favour of the Bill.

Mr L Nzimande (ANC, Kwa Zulu Natal) said that the Kwazulu Natal legislature supported the Bill.

Mr F Essack (DA, Mpumalanga) said that Mpumalanga legislature voted in favour of the Bill.

Mr T Motlashuping (ANC, North West) stated that North West legislature was in favour of the Bill.

Dr D George (DA, Western Cape) stated that the Western Cape legislature did not support the Bill.

The Chairperson asked Mr Monakedi to state the position of Limpopo legislature.

Mr Monakedi responded that he was still waiting for the Speaker of the Limpopo legislature to sign the mandate and communicate it to him.

The Chairperson welcomed Mr S Mohai (ANC, Free State) who came a bit late.

Mr Mohai explained there had been an incident in the building in the area under construction that had caused his delay.

The Chairperson gave an update to Mr Mohai. He said that the House was waiting for the mandate of Limpopo. He asked Members to vote for or against the mandates.

Mr Monakedi moved for adoption.

Mr Motlashuping seconded.

Draft Report on Division of Revenue Bill [B5-2019]

The Chairperson said that provinces had considered and supported the Public Audit Excess Fee Bill [B7 – 2019], referred to the Committee on 19 March 2019. The Committee had to consider and adopt the report of the Committee on the Bill. He thanked the staff for the layout and quality of the report. He commented that the report had been sent to Members in advance, prior to this meeting. He believed that they had perused the observations and recommendations of the Committee contained in the report. However, the report would be considered page by page.

Members corrected grammatical errors.

After going through the report page by page, the Chairperson said that the Committee would not adopt the report. They should wait for the outstanding mandate.

Members agreed.

The Chairperson asked whether there was any mover to support the report.

Mr Motlashuping moved the adoption of the report.

Mr Makue seconded.

Dr George said the DA did not support the report.

The Chairperson acknowledged this, and said the report would be adopted as soon as the final mandate of Limpopo arrived.

Before the end of the meeting, Mr Monakedi reported that the Limpopo legislature was in support of the Bill.

The Chairperson stated that the Committee’s report on the Bill was adopted, with a minor adjustment.

Draft Report on Public Audit Excess Fee Bill [B7-2019]

The Chairperson put the report to the Members for consideration page by page.

After consideration of the report, the Chairperson asked if there was a Member who would like to move for its adoption.

Mr Essack stated that it should be placed on record that the DA objected to the Bill and did not support it.

The Chairperson noted this.

Ms Motlashububi moved for adoption.

Mr Monakedi seconded.

The Chairperson said that the Bill and the Committee’s report thereon were adopted without further amendment.
 
Draft Report on Eastern Cape progress with Early Childhood Development (ECD) grant implementation

The Chairperson said that the report would be considered page by page.

After consideration of the report, he asked if there was a Member to propose adoption of the report.

Mr Monakedi moved for adoption.

Mr Motlashuping seconded.

The Chairperson stated that the draft report was adopted without further amendment.

Draft Annual and Legacy Report

The Chairperson said that the report would be considered page by page.

After consideration of the report, Mr Mohai moved its adoption and Mr Motlashuping seconded.

The Chairperson stated that the report was adopted as it was.

Consideration and adoption of minutes

The minutes of 29 November 2018 were considered and adopted without further amendment.
 
The minutes of 20 March 2019 were also considered and adopted, with a minor amendment.

Closing remarks

In his closing remarks, Chairperson commended the Members from different political parties, who had been working together as a team. They had done their best to add value to the work of Parliament and this Committee. They had improved the lives of the people -- the lives of everyone -- simply because people came first. He thanked each Member for his or her contribution and for being deployed to this Committee.
