SUMMARY
The Committee was briefed by Prof Richard Levin (Deputy Director-General: Good Governance and Service Delivery in the Office of the Public Service Commission) on the evaluation of the Department of Transport and its agencies, and also on the service delivery of agencies. Problems in the Department were covered such as lack of effectiveness, efficiency, economy and sustainability, confusion regarding the roles and responsibilities of the various bodies in transportation, outdated agreements with agencies, a lack of staff skills, and inadequate leadership. Recommendations with regard to structure, establishment and organisational matters were made. The innovative idea of agencies to enhance service delivery was supported, but various failings in their present operation were highlighted.
