SUMMARY
From the list of 136 SABC Board nominees submitted to the Committee, the Committee agreed to a short-list of 28 nominees that it will interview during the following week. Thereafter, the South African Advertising Research Foundation (SAARF) briefed the Committee on the work it does in measure readership of newspapers and magazines, listenership of radio stations and viewership of TV channels. The data they collect reflects statistics and information about standard of living in the various provinces using measurable variables such as cell phones, televisions, flush toilets, income bracket and electricity.

MINUTES
Shortlisting of nominees for interviewing for SABC Board
Ms M Smuts (DA) pointed out that a decision should be taken on self-nominations and those submitted after the closing date.

Mr A Maziya (ANC) noted that these matters should have been discussed in party caucus.

Ms S Vos (IFP) said that existing Board members listed again should be reviewed as matter of courtesy.

Ms Smuts objected and mentioned that Mr Mazwai as an existing Board members should not be considered as he held "different views" on freedom of expression.

The Chair said that those short-listed would be interviewed within a week for 45 minute periods each.

South African Advertising Research Foundation
The Chair introduced the delegation from the South African Advertising Research Foundation (SAARF). Mr Paul Haupt (Managing Director) and Mr Mluleki Ncube (Technical Support Executive) presented to the Committee.

Mr Haupt explained that SAARF was formed to measure readership of newspapers and magazines, listenership of radio stations and viewership of TV channels. This then allows marketers to select and buy the appropriate media space and time for effective target marketing. SAARF products and activities include a number of measurement surveys, the most common being the All Media and Products Survey (AMPS) which reports audience behaviour, media habits and activities. Countries abroad were impressed with the high standard of research from a third world country.

Mr Ncube spoke on the Pan African Media Research Organisation (PAMRO) founded in the early nineties as SAARF's contribution to the African Renaissance. The objectives included the harmonisation of measurement results and creating an African forum for the exchange of research results. He then referred to SAARF's Universal Living Standards Measure (LSM) which described people using a combination of variables from AMPS. The SAARF Development Index was based on AMPS results. The Index tracks development in South Africa since the 1994 elections and included Household and Personal data. The various provinces were compared to illustrate Mr Ncube's explanation about variables such as cell phones, televisions, flush toilets, income bracket and electricity. He explained that living standards in the country had increased between 1994 and 2002 as far as basic needs and education were concerned, but that job creation was a major exception.

Discussion
The Committee was very impressed with the presentation from SAARF.

Mr Gore asked whether their surveys measured levels and perceptions of crime.

Mr Haupt replied that crime had only been measured once and so a trend in crime was not available.

Ms Van Wyk mentioned the "Pink Market" and asked how this was reflected in surveys.

SAARF conducted research according to what marketers want, and the Pink Market was not regarded as relevant. Some questions tended to put people off, especially those concerning durables in the home and sexuality.

In his conclusion, the Chair requested that contact be maintained with SAARF.
