2018 Budget Review & Recommendations Reports – BRRR

The Committee met to consider and adopt the 2017/18 Budget Review and Recommendation Reports (BRRR) of three entities in the police portfolio namely, the South African Police Service (SAPS), Civilian Secretariat for Police Service (CSPS) and the Independent Police Investigative Directorate (IPID), following from the 2017/18 Annual Report hearings held with the Departments last week.

On the SAPS BRRR, Members discussed the wording of a few observations and recommendations notably those in relation to cellphone limits of the Directorate for Priority Crime Investigation, DNA kits and disciplinary steps initiated against officials found guilty to prevent repeat transgressions.

The Committee also made a number of minor, grammatical amendments on all three Reports.

The BRRRs of all three Departments were adopted with amendments.

Meeting report

The Chairperson highlighted that Members were provided with the Budgetary Review and Recommendations Reports (BRRR) already on Monday. Members now had an opportunity to include their inputs into the Reports. He thanked the Committee staff for the excellent work. Members would notice the golden thread running through the recommendations included reference to the findings of the Auditor-General of SA (AGSA), along with performance matters. This was important considering that there will be a new Committee next year.

Members highlighted a number of grammatical amendments to be made.

Ms D Kohler Barnard (DA) asked what would happen if, in reference to the observation of the availability of DNA kits, she went to a police station on Monday and found a station with no DNA kit.

The Chairperson explained the observation was captured based on what the Department informed the Committee at the meeting.

Mr S Emam (NFP) suggested that more context be provided to the observation speaking to the equipment of the Directorate for Priority Crime Investigation (DPCI) in reference to “budget limits” – those reading the Report might not understand what exactly this meant.

Mr P Groenewald (FF+) was confused by the recommendation speaking to “investigations into transgressions resulting in irregular, unauthorised and fruitless and wasteful expenditure should be prioritised and conducted effectively. Disciplinary steps should be initiated against officials found guilty to prevent repeat transgression”. He did not quite understand how disciplinary steps could be taken against an official found guilty – for the official to be found guilty, there must have been disciplinary steps.

Ms Kohler Barnard said it was correct – once the official was found guilty, disciplinary steps must be initiated in order to prevent repeat transgressions.

Mr Emam disagreed as finding an official guilty was part of the disciplinary process. Instead, consequence management should be taken once the official was found guilty.

Ms Kohler Barnard countered that there were disciplinary processes, the official was found guilty and disciplinary action would be taken against the official.

Ms Nicolette Van Zyl-Gous, Committee Researcher, suggested the sentence be deleted and replaced with “consequence management should be implemented in order to prevent repeat transgressions”.

Ms Kohler Barnard added it should state “consequence management must be implemented”.

The Chairperson noted this was the last BRRRs of the Committee for the Fifth Parliament.

Next Committee meeting
The Committee would next meet on Tuesday, 23 October. There were a number of outstanding minutes and reports to adopt. The Committee would also need to deal with the petitions.

On Wednesday, Members would interrogate the crime statistics with Statistics SA and civil society organisations.

The meeting was adjourned.
