The Committee met to consider its draft Cooperative Governance and Traditional Affairs BRR Report following engagements with the Department of Cooperative Government and Traditional Affairs (COGTA) and its various entities, as well as the Office of the Auditor General of South Africa (AGSA).
The members came up with final proposals including a recommendation that the Department of Cooperative Governance (DCOG) should undertake a comprehensive review of the Community Work Programme (CWP).
Members also agreed that instances of good performance by the Department or its entities should be commended in the report, and two such instances were mentioned.
The Report was approved with changes.
The Chairperson welcomed Members and explained the business of the day.

He then led the Committee through a page by page reading of the amended report to elicit last comments.
Mr K Mileham (DA) proposed as a recommendation that the Department (DCOG) should undertake a comprehensive review of the Community Work Programme (CWP) whose focus would be on the programme’s successes and challenges, including coming up with measures to rectify transgressions identified by the AGSA in its latest audit report.
The Committee accepted the proposal.
Mr E Mthethwa (ANC) proposed that in its report, the Committee should commend the Department and its entities for some of the good work done during the period under consideration. As an example, he suggested that under “observations” the report should note the Committee’s appreciation for the roll-out of technical support by the Municipal Infrastructure Support Agent (MISA) to municipalities. In addition, Mr Mthethwa mentioned the launch of an anti-corruption programme by one of the district municipalities.
In response to the Chairperson’s call on members to adopt the report, Mr Mthethwa moved for adoption and Ms N Shabalala (ANC) seconded the motion.
The amended report was adopted.
The Chairperson said submission of the report to the House would be delayed for at least two weeks in anticipation of an outstanding report from DCOG as had been arranged earlier. He however assured members that the DCOG document would in no way change the contents of the BRR report.
