Meeting Summary

The Western Cape Standing Committee on Premier and Constitutional Matters considered the subject of the Public Service Commission Amendment Bill (B 218-2015) Sec 76(1) referred to the committee in terms of standing laws 220 and conferred on the Western Cape delegation in the National Council of Provinces (NCOP) the authority to support the Bill.

Minutes of the committee meeting held on 15 May 2018 was unanimously adopted without amendments.

Negotiating Mandate Committee Report

The Chairperson welcomed the committee members for finding the time to attend the meeting. He stated that the reason for the meeting is for the consideration and adoption of the draft committee report on the negotiating mandate on the Public Service Commission Amendment Bill (B 218-2015) Sec 76(1). As the committee is already aware, it went on a public engagement after receiving the presentation from the national department.  During the public hearing phase, no input was received to consider, and only one person attended the public hearings and was in agreement. The draft committee report was then tabled which was in the negotiating mandate stage to be considered and adopted.

The draft committee report on constitutional matters on the Public Service Commission Amendment Bill (B 218-2015) Sec 76(1) dated 23 May 2018 as follows;

The Standing Committee on Premier and Constitutional Matters having considered the subject of the Public Service Commission Amendment Bill (B 218-2015) Sec 76(1) referred to the committee in terms of standing laws 220 confers on the Western Cape delegation in the National Council of Provinces (NCOP) the authority to support or not to support the Bill. The members were then given the opportunity to make inputs or comments therein.

Ms D Gopie (ANC) rose to support the Bill

Mr K Magaxa (ANC) seconded.

Outstanding Minutes

The minutes of the committee meeting held on 15 May 2018 was proposed to be adopted without amendments by Mr Gopie and was seconded by Mr B Kivedo (DA). No other resolutions was adopted or considered.

The meeting was adjourned.
