Meeting Summary

The Portfolio Committee on Labour met for the adoption of the Draft Reports on the Bills, namely: National Minimum Wage Bill; Basic Conditions of Employment Bill; and Labour Relations Amendment Bill.

The Committee adopted the Reports on the three Bills with amendments.

The DA objected to the adoption of the Committee Reports on the three Bills.

Meeting report

The Chairperson indicated that the Draft Reports had been sent to Members prior for perusal, after Committee Staff effected changes as per the discussions during previous meetings.

Draft Report of the Portfolio Committee on Labour on Labour Relations Bill, dated 18 May 2018
The Committee having considered the subject of the Labour Relations Bill, referred to it and classified as a section 75 Bill, reported the Bill with amendments. However, there were objections to clauses 1, 7, 13, and 14, from the DA. 

The Chairperson put the Committee Report on Labour Relations Bill for adoption.

The Committee Report on Labour Relations Bill was adopted with amendments.

The DA objected to the adoption of the Report.

Draft Report of the Portfolio Committee on Labour on Basic Conditions of Employment Bill, dated 18 May 2018
The Committee having considered the subject of the Basic Conditions of Employment Bill, referred to it and classified as a section 75 Bill, reported the Bill with amendments. However, the DA objected to clauses 3, 5, 16, and 18(2).

The Chairperson put the Committee Report on Basic Conditions of Employment Bill for adoption.

The Committee Report on Basic Conditions of Employment Bill was adopted with amendments.

The DA objected to the adoption of the Report.

Draft Report of the Portfolio Committee on Labour on National Minimum Wage Bill, dated 18 May 2018
The Committee having considered the subject of the National Minimum Wage Bill, referred to it and classified as a section 75 Bill, reported the Bill with amendments. There were minority views on clauses 1, 3, 4, 5, 10, 14, 15, 16 and Schedule 1, from the DA.

The Chairperson put the Report for adoption.

The Committee Report on National Minimum Wage Bill was adopted with amendments.

The DA objected to the adoption of the Report on the basis of the expressed reservations.

Way forward
The Chairperson said the Committee Reports would be ATC’d (announcements, tablings and committee reports) accordingly.
