SUMMARY
The First Report was adopted with no amendments. The procedure and process of the Joint Budget Committee regarding its work was discussed. It was agreed that future meetings would be held on Tuesdays provided the business of the committee warranted it. Members would be notified in good time.
MINUTES
Mr Nene said that it had been suggested that the graphs should be removed from the report and attached as appendices.
Mr T Ralane, Co-chairperson, felt that the quarterly report should remain as it was without amendment. He did not believe that changing the format of the graphs was necessary. He was happy with the report as a whole which he considered was correctly and well presented. It was succinct and clear as regards the comparison of expenditure against budget. Mr J Theron concurred with Mr Ralane.
On the motion of Mr Ralane, seconded by Dr P Rabie (DP), the quarterly report was accepted unamended for tabling in Parliament.
On the matter of future procedure, Mr Nene suggested that the department budget reports from the various portfolio committees should be debated monthly by the committee.
Mr G Scheeman, (ANC) supported that proposal.
Dr P Rabie (ANC) indicated that reports were already being submitted but he agreed they should be debated monthly. Mr J Theron (DP) concurred.
The Committee accepted this.
Mr Nene mentioned further that at least one member of the Budget Committee should attend portfolio budgetary meetings. This would keep the Joint Budget Committee up to date with developments. Details of representation could be worked out at the next meeting.
This was accepted.
Mr Nene proposed that the Joint Budget Meetings should be held on Tuesdays provided it was necessary to deal with the work.
Mr Scheeman agreed with Mr Nene's proposal.
Ms Q Mahlangu (ANC) considered that the meetings should be held every second week.
Ms B Thompson (ANC) concurred.
Mr Nene explained that the governing factor would be the amount of work to be handled. He re-iterated that the committee would only sit when the amount of work justified a meeting and then only on Tuesdays.
Mr Nene's proposal was accepted. He noted that the scheduled workshop had been cancelled. Members would be advised of the date of the next workshop.
