Meeting Summary

The Committee met to deliberate on its Report on the Department of Economic Development’s Budget Vote.

Members mostly fixed a number of grammatical errors in the Report and agreed to remove paragraph 4.3 in the interim and interrogate it later.

The Committee decided to meet after the sitting on Tuesday, 23 May 2017 in order to finalise the deliberation and to formally adopt the Report.

Committee Report on Economic Development Budget
The Chairperson welcomed everyone and indicated that the purpose of the meeting for today was to go through the Committee Report on the Department’s Budget Vote and see if all the matters that had been discussed by Members were covered in the Report. The intention is that the Report should be approved even if it would be finalised the following Monday. Members would be afforded 10 minutes to look through the Report and clarify issues that were not clear enough.

Mr M Cele (ANC) mentioned that the Report should be clear that the Committee had already dealt with the Strategic Plan of the Department of Economic Development.

Mr S Tleane (ANC) suggested that the word “conquer” on page 1 in the third paragraph should be replaced by “eradicate”. The wording “sound economic policies’ on the same page in the fourth paragraph should be replaced by “existing economic policies”. 

Members agreed with the suggestions.

Mr Cele proposed that the words “our nation” on page 1 in the last paragraph should be replaced by “our government”.  

Mr I Pikinini (ANC) said there was a slight grammatical error on page 3 as the word “mandates” under background should be replaced by “mandate”.

Mr P Atkinson (DA) proposed a deletion of the repeated word “potential” on the third last line on page 3 as this was unnecessary. 

Members agreed with the suggestion.

The Chairperson pointed out that paragraph 4.3 on page 7 had no value to the Report and therefore it should be removed.

Mr Tleane agreed that it should be removed for now and revisited later as it did not say much about the terms of the Memorandum of Understanding (MoU) that had been flagged by Members. The Committee would still need to interrogate the substance of parargraph 4.3.

Members agreed that the paragraph should be removed for now and revisited later on.

The Chairperson suggested that Members needed to look at the accuracy of the figures on budget allocations as there is this tendency for Members not to look at figures and this was problematic when the Report had to be sent to the House.

Members said that the figures were as reflected in the Strategic Plans and Annual Performance Plan (APP) of the Department.

The Chairperson indicated that Members should decide on when to continue with deliberation on the Report and whether this would be after the sitting or on Tuesday.

Mr Atkinson responded that the Committee could meet after the sitting on Tuesday, 23 May 2017.


The Chairperson agreed with the date and then added that the venue would be communicated to Members in due process. The Report would then be formally adopted the following Tuesday.

The meeting was adjourned.
