Report of the The draft report on expenditure patterns for 2015/16 fourth quarter and 2016/17 first quarter was considered and adopted with minor technical amendments. The report on the Association of Public Accounts Committees Conference was also considered and adopted.meeting to follow.

Meeting report

The Chairperson welcomed everyone.

An apology was received from Ms D Senokoanyane (ANC).

Committee draft report on 2015/16 fourth quarter and 2016/17 first quarter expenditure

The Chairperson noted that the draft report on expenditure patterns was circulated among Members.

The Chairperson took the Committee through the draft report page by page.

There was some discussion around the term “disincentives” (to prevent poor performance). Several Members felt that the term was not strong and direct enough, or vague because it was not commonly used. The term “sanctions” was eventually opted for.

The report was adopted with minor technical amendments.

Committee draft report on the Association of Public Accounts Committees (APAC) conference

The Chairperson noted that the report would not go to the House, but would be submitted to the House Chairperson as an achievement.

The draft report was considered and adopted without amendments.

Adoption of minutes

Minutes of 22 and 23 November were adopted.

Committee programme of action

The Chairperson noted that the Committee programme was adopted and submitted to the House Chairperson. Parliament would consider the adopted programme. The Committee had to be allowed to follow the budget process.

A DA Member asked what would be done about the fact that the Committee would be dealing with the Finance Bill on the coming Thursday, with a debate in the House scheduled for the same day. On the Tuesday of the following week, the Committee was due to deal with the Adjustments Appropriation Bill at 10h00, with the House debate starting at the same time without amendments.

The Chairperson stated that this would be looked into.

The Chairperson concluded that the Committee had met its objectives with regard to the reports on expenditure patterns and the APAC conference.

The Chairperson adjourned the meeting.
