Draft Report of the Portfolio Committee on Police on the Private Security Industry Regulatory Authority 2014/15 Annual Report and Budget dated (24 November 2015)

The Committee met for its first meeting for the year and completed a number of outstanding internal tasks. Members were taken through the packed Committee programme for the year before considering and adopting a host of draft minutes from April to June 2015. Most minutes were adopted with minor amendments to issues such as spelling, format and grammar.

The Committee also adopted two extensive reports – on its September 2015 oversight visit to the Free State and the 2014/15 Annual Report and Budget of the Private Security Industry Regulatory Authority (PSIRA) – with minor amendments.

 

Meeting report

Committee Programme
The Chairperson welcomed the Committee back after the festive break. He noted the Committee’s programme would be tight and busy seeing as it was also the local government elections this year.  

Today the Committee would consider and adopt a number of minutes and two reports– due to the labour issues last year, this could not be dealt with.

Tomorrow, the Committee would have a preparatory meeting for the follow up meeting on Thursday with the Acting National Commissioner of the SA Police Service (SAPS) on detective services and on the festive season plans. The Committee would also want to know about the recent new appointments made. Tomorrow, the Members would be briefed by the Committee’s research staff in preparation for the meeting on Thursday along with responses from SAPS to the Budgetary Review and Recommendations Report (BRRR).

On Friday, the Committee would follow up on issues relating to the Kruger National Park (KNP) with the Directorate for Priority Crime Investigation (DPCI) along with a progress briefing on the canine unit of SAPS.

Next week, the Committee would only be able to meet on Tuesday due to training. At the meeting, the Independent Police Investigative Directorate (IPID) would brief Members on the Farlam Commission recommendations and systemic corruptions within SAPS. The Committee would also hear about the research of David Bruce who was also involved with Marikana.

For the rest of the term, the Committee would look at issues of professionalization and current foreign training of SAPS. There would also be a seminar on risk factors for policing including health and wellness, briefings on the work of the SAPS research unit as well as the research programme of the Civilian Secretariat for Police (CSP). The Committee would also be briefed on the DNA Board and complete its strategic planning.   

Apologies
The Chairperson explained that Mr L Ramatlakane (ANC) would be attending the Portfolio Committee on Transport meeting, of which he was also a Member, while Ms L Mabija (ANC) also indicated her apologies for not being able to attend the meeting.

Consideration and Adoption of Committee Minutes
Draft Committee Minutes Dated 14 April 2015
The Committee went through the minutes and noted a few minor amendments related to grammar and format.

The draft minutes dated 14 April 2015 were adopted with minor amendments by Ms A Molebatsi (ANC) and seconded by Mr Z Mbhele (DA).

Draft Committee Minutes Dated 15 April 2015
Going through the minutes page by page, Members alerted staff to incorrect spelling of Members names and the need for page numbers. There were also a couple of grammatical and format matters to be amended.

The draft minutes dated 15 April 2015 were adopted with minor amendments by Ms M Mmola (ANC) and Mr Mbhele.

Draft Committee Minutes Dated 17 April 2015
The Committee went through the minutes page by page and noted a few grammatical errors.

Members briefly discussed the events surrounding internal processes involving the previous Provincial Commissioner of the Western Cape as relayed in the set of minutes. It was decided to amend “due to go on leave” to “suspended”.

The draft minutes with amendments were adopted by Ms Mmola and seconded by Mr M Redelinghuis (DA).

The Committee considered the minutes page by page and made reference to minor grammatical and format errors.

The draft minutes dated 17 April 2015 were adopted with minor amendments by Mr Mbhele and seconded by Ms Molebatsi.

Draft Committee Minutes Dated 23 April 2015
Members noted that the names of some Members and delegates were incorrectly spelt. This was in addition to other grammatical errors.

The draft minutes dated 23 April 2015 were adopted with minor amendments by Ms Mmola and seconded by Mr Mbhele.

Draft Committee Minutes Dated 24 April 2015
Going through the minutes page by page, the Committee indicated where the names of Members were spelt incorrectly and where there was a need for grammatical and format related amendments.

The draft minutes dated 24 April 2015 were adopted with minor amendments by Mr Mbhele and seconded by Ms Mmola. 

Draft Committee Minutes Dated 29 April 2015
Members again made reference to spelling errors and format and where Members names were misspelt. Amendments to grammar were also needed in some areas of the minutes.

The draft minutes dated 29 April 2015 were adopted with minor amendments by Mr Mbhele and seconded by Ms Mmola.

Draft Committee Minutes Dated 7 May 2015
The Committee considered the report page by page and highlighted where grammatical corrections were required.

The draft minutes dated 7 May 2015 were adopted with minor amendments by Ms Molebatsi and seconded by Mr Redelinghuis.

Draft Committee Minutes Dated 12 May 2015
An amendment was needed to refine the agenda of the draft minutes. Correction was also needed on the spelling of the surname of a South African Police Service (SAPS) official. Superfluous sentences were also removed.

Members also noted that some paragraphs needed to be rephrased. This was in addition to other grammatical amendments.

The draft minutes dated 12 May 2015 were adopted with amendments by Mr Mbhele and seconded by Ms Molebatsi.

The Committee noted where Members names were recorded incorrectly and where changes to grammar were required.

Members also felt that some acronyms should be spelt out in full as this was more formal.

The draft minutes dated 13 May 2015 were adopted with minor amendments.

Draft Committee Minutes Dated 20 May 2015
Going through the minutes page by page, Members alerted staff to grammatical and format errors.
The minutes should make reference to the official ranks of the SAPS members present and not have repetitive sentences.

The minutes dated 20 May 2015 were adopted with amendments by Ms Molebatsi and seconded by Ms Mmola.

The Committee noted amendments were needed to the agenda and venue of the meeting. A couple of corrections to incorrect spelling were also required.

The draft minutes dated 27 May 2015 were adopted with minor amendments by Mr Mbhele and seconded by Ms Molebatsi. 

Draft Minutes Dated 3 June 2015
Members considered the minutes page by page and highlighted misspelling. This was in addition to minor formatting issues.

Members felt the staff should double check notes from the meeting to ensure certain sections were a correct reflection particularly in relation to some comments of the Deputy Minister of Police.

The draft minutes dated 3 June 2015 were adopted with amendments by Ms Molebatsi and seconded by Mr Redelinghuis.

Draft Minutes Dated 10 June 2015
Going through the minutes, amendments were required for erroneous spelling and grammar.

Members asked that staff recheck the officials present from the Department of Home Affairs and Public Works to ensure the names and designations were correct. In reference to an occurrence at the Alexandra police station, Members felt the minutes were too detailed – the Committee Content Adviser provided alternative wording to encapsulate the incident.

Considering the minutes, Members noted grammatical and spelling amendments required.

Draft Report of the Portfolio Committee on Police on the Private Security Industry Regulatory Authority 2014/15 Annual Report and Budget dated (24 November 2015)
Members went through the comprehensive draft report page by page. Members felt that the Annual Report should be written out in full throughout the report as this would be more formal/official. This also applied to the Auditor-General.

Inconsistencies with formatting were also highlighted along with grammatical amendments required.

Members asked that numbers be referenced as to whether it was thousands or millions. A couple of sentences were rephrased after the Committee requested clarity on them. Similarly, more information was added to certain sentences to add more clarity.

The Committee considered the extensive draft report page by page and noted grammatical and format amendments required.

Members highlighted that the unannounced visit was not included in the list of locations visited. Redundant sentences were removed. Staff were also to check specific numbers referred to.
